The HR Manager will participate with developing the long-term vision and goals of the department, develop strategies, design projects and track progress goals. Conducts investigations and represents the department in complaint resolution and/or grievance meetings. Provides oversight of daily work of the department and ensures smooth execution of all Human Resources related activities, This position will provide mentorship and training for the HR Generalist(s), provides coaching and feedback and assigns activities that foster development and growth. This position serves as the County’s Chief Inclusion Officer and has primary oversight of programs that cultivate and support an inclusive environment for all employees, including designing and developing policies that support and protect diversity in the workplace for underrepresented groups, including, minorities, women, employees with disabilities and other underrepresented groups. The Human Resources Manager will provide advice and strategic guidance to the organization and on various occasions be called to act as or represent the Human Resources Director.

Assist with developing the long-term vision and goals of the department, develop strategies, design projects and track progress goals. Make program and policy recommendations. Serve as a strategic partner for the Human Resources Director. Serves as the Chief Inclusion Officer. Develop programs that cultivate and support an inclusive environment for all employees, including designing and developing policies that support and protect diversity in the workplace for underrepresented groups, including, minorities, women, employees with disabilities and other underrepresented groups. Update and administer the county EEOP/Affirmative Action Plan. Oversees Safety Committee compliance. May serve as the agency Safety Officer. May lead Safety Committee meetings. Reviews and updates workplace postings and ensures all workplaces have mandatory postings. Provide HR Consults. Advises, supports and trains managers and supervisors utilizing a variety of teaching styles and methods to link HR concepts to relevant situations. Conduct investigations and writes findings reports. Make recommendations for disciplinary actions. Participate in Labor Relations meetings and negotiations. Assist with grievance resolution. Provide mentorship and training for HR staff. Ensure job responsibilities are clearly identified and communicated and duties delegated appropriately. Provide coaching and feedback and assign activities that foster development and growth opportunities for staff. Assists with work backlog. Create and deliver training and presentations for HR related topics. Assist with Job Description updates. Implement standard HR tracking reports, ensures staff are completing, and timely distribution is taking place. Process employee separations including participating in the separation meeting with the employee (if applicable), and draft necessary communication memos. Provide policy, procedures and Collective Bargaining Agreements (CBAs) interpretation guidance to supervisors and employees; maintain a record of interpretations as a source of future changes to personnel rules and union contract language. Appropriately elevate concerns. Maintain files and records in electronic and paper form in compliance with retention schedule. Conduct salary surveys and prepare reports upon request. Represent the Human Resources department at Labor Management, committee meetings or other county meetings. Research and interprets federal, state, and county policy and other laws, rules, and regulations related to designated functions and advises on updates that may affect related operations. Identify opportunities and recommend changes to innovate and improve policies, practices, and processes. Attend necessary job-related training to keep skills current and maintain certification. May be called on occasion to act upon or represent the Human Resources Director. Acting within the scope of their responsibilities, work as a public employee and municipal officer with courtesy and professionalism, adhering to the highest standard of ethics in accordance with RCW 42.52. Perform other related duties as assigned. PREFERRED QUALIFICATIONS: A combination of education and related experience sufficient to provide the requisite knowledge, skills and abilities. Bachelor’s Degree in Human Resource Management, Organizational Psychology, Public or Business Administration, or a related field Eight (8) years’ experience in human resources, including at least five (5) years direct supervisory experience and directing and overseeing Human Resource programs and initiatives Certification as a Senior Professional in Human Resources (SPHR), or equivalent SHRM certification or other related certification is required Excellent written and oral communication skills KNOWLEDGE, SKILLS AND ABILITIES

: Skills & Abilities: Working knowledge of HRIS systems and ability to navigate and pull reports. Microsoft Office software including Excel, Word, PowerPoint and Outlook. Strong attention to detail and high level of accuracy. Excellent written, verbal and interpersonal communication skills, including the ability to effectively organize and express ideas. Ability to maintain strict confidentiality and diplomacy in working relationships. Demonstrated excellent personal judgment and a commitment to ethical conduct. Ability to establish and maintain effective, customer-service-oriented working relationships with department heads, employees, public officials, job applicants and the general public while maintaining a spirit of professionalism, mutual respect and cooperation Ability to perform research, both conceptual and statistical, and prepare policies, reports and other documents in support of the development and enhancement of the County’s personnel system. Ability to demonstrate strong teamwork, cross-train with other HR functions and consistently work as a contributing member of the Human Resources department. Knowledge of: Principles and current practices of public personnel administration, FMLA, ADA, job classifications, compensation analysis, EEO/affirmative action, labor relations, employee development, and performance planning and appraisal. Benefits administration, including working knowledge of Affordable Care Act implementation requirements. Federal, state, and local legislative, regulatory requirements applicable to personnel management. PHYSICAL AND MENTAL REQUIREMENTS
