SUBSTITUTIONS: Six years of full-time work experience in any field may be substituted for the required baccalaureate degree. Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows: A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree. 30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree. 60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree. 90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree. 120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree. College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. May also supervise clerical staff involved in services. LOCATION OF WORK: Predominantly located at the Department of Children and Family Services. Other locations may be approved by State Civil Service. JOB DISTINCTIONS: Differs from Workforce Development Specialist–Social Services by the presence of direct line supervision. Differs from Workforce Development Manager 1–Social Services by the absence of managerial responsibility for Skills, Employment, and Training (SET) services. Reviews and analyzes reports, records, and policies and confers with management for planning and evaluation of services and/or assigned SET programs. Develops, maintains, monitors, and evaluates contracts for services and providers. Maintains working relationships with local, state, and federal agencies both in the public and private sector. Provides technical expertise to management and subordinates with respect to legislation, rules, regulations, data management and interpretation, quality assurance functions, case management strategies and other work-related tasks.
