What you'll be doing:

  • Assist the Government in maintaining and revising International Armaments Cooperation (IAC) policies and procedures, including:
    • Air Force Instruction (AFI) 16-110, US Air Force Participation in International Armaments Cooperation (IAC) Programs
    • Air Force Manual (AFMAN) 16-114, Procedures for DAF Participation in International Armaments Cooperation (IAC) Programs
    • DoD Instruction 5530.03, International Agreements
    • DoD Directive 5230.20, Visits and Assignments of Foreign Nationals
    • Other related DAF and DoD directives, regulations, or instructions and procedures
  • Support the review, drafting, and coordinating of proposed DoD or DAF directives, regulations, or instructions related to IAC and identify any required changes to DAF IAC policies and procedures
  • Prepare staff packages to coordinate proposed publication updates with DAF stakeholders
  • Research best practices and lessons learned from other activities within the DoD IAC enterprise to incorporate into changes to DoD or DAF directives, regulations, or instructions related to IAC
  • Administer and promote International Cooperative Research and Development (ICR&D) and Coalition Warfare Program (CWP) efforts; advise and assist DAF Senior Leaders regarding ICR&D and CWP efforts
  • Assist in organizing DAF ICR&D and CWP prioritization boards, document the results of boards, and prepare correspondence for Government signature informing stakeholders of board results after appropriate coordination and approvals
  • Track the development of International Agreements related to ICR&D and CWP projects
  • Draft call letters soliciting ICR&D and CWP candidate proposals from DAF Major Commands (MAJCOMs)
  • Liaise with DAF field activities to guide potential cooperative opportunities into viable ICR&D or CWP projects
  • Assist in organizing and educating external parties on DAF IAC opportunities: assist in planning and executing road shows, forums, video teleconferences, Defense Connect Online sessions, and other media; provide support for formal and informal IAC meetings and forums
  • Provide support for formal IAC conferences, including: preparing, reproducing, and distributing conference materials; inviting participants; tracking attendance and action items; and promulgating meeting minutes

Experience:

Minimum Experience:

Citizenship: Must be a US citizen Clearance: Must have and be able to maintain a Top Secret clearance with SCI and SAP Eligibility Education: Bachelor's degree Years of Experience: 4 years' experience developing and coordinating IAC agreements
  • Thorough understanding of the IAC development process and IAC legal authorities
  • Demonstrated experience developing, coordinating, implementing, and tracking IAC agreements
  • Experience with IAC tools and databases
  • Understanding of IAC programs, including International Cooperative Research and Development (ICR&D), Foreign Comparative Testing (FCT), and the Coalition Warfare Program (CWP)
  • Demonstrated experience interpreting laws, regulations, and guidance required to develop, coordinate, and implement International Agreements, including:
    • DoDI 5530.03, International Agreements
    • DoD7000.14-R, Financial Management Regulation
    • AFI 51-701, Negotiating, Concluding, Reporting, and Maintaining International Agreements
    • AFI 16-110, DAF Participation in IAC Programs
    • AFMAN 16-114, Procedures for DAF Participation in International Armaments Cooperation (IAC) Programs
    • AFI 16-201, DAF Foreign Disclosure and Technology Transfer Program

Preferred Experience:

Preferred Education and Experience: Master's degree in International Affairs, Security Cooperation, and/or International Business
