Key Responsibilities:

  • Assist in the upkeep and modification of International Armaments Cooperation (IAC) policies and procedures, which include:
    • Air Force Instruction (AFI) on US Air Force Participation in IAC Programs
    • Air Force Manual (AFMAN) detailing Procedures for DAF Participation in IAC Programs
    • DoD Instruction on International Agreements
    • DoD Directive regarding Visits and Assignments of Foreign Nationals
    • Other relevant DAF and DoD directives, regulations, or instructions
  • Support the evaluation, drafting, and coordination of proposed DoD or DAF directives and regulations related to IAC, identifying necessary amendments to DAF IAC policies.
  • Prepare documentation packages to align proposed publication updates with DAF stakeholders.
  • Conduct research on best practices and lessons learned from other sectors within the DoD IAC framework to inform updates to directives and regulations.
  • Facilitate and advocate for International Cooperative Research and Development (ICR&D) and Coalition Warfare Program (CWP) initiatives; provide guidance to DAF Senior Leaders on these efforts.
  • Assist in organizing DAF ICR&D and CWP prioritization boards, documenting outcomes, and preparing official correspondence to inform stakeholders of results.
  • Monitor the progress of International Agreements associated with ICR&D and CWP projects.
  • Draft communication soliciting ICR&D and CWP candidate proposals from DAF Major Commands (MAJCOMs).
  • Collaborate with DAF field operations to transform potential cooperative opportunities into actionable ICR&D or CWP projects.
  • Assist in planning and conducting educational sessions on DAF IAC opportunities, including road shows, forums, and video teleconferences.
  • Provide logistical support for formal IAC conferences, which includes preparing materials, tracking attendance, and distributing meeting minutes.
Qualifications:

Minimum Requirements:

Citizenship: Must be a US citizen.

Clearance: Must possess and maintain a Top Secret clearance with SCI and SAP eligibility.

Education: Bachelor's degree required.

Experience: Minimum of 4 years in developing and coordinating IAC agreements, with a thorough understanding of the IAC development process and legal authorities.
  • Proven experience in developing, coordinating, implementing, and tracking IAC agreements.
  • Familiarity with IAC tools and databases.
  • Knowledge of IAC programs, including ICR&D, Foreign Comparative Testing (FCT), and CWP.
  • Experience interpreting laws and regulations necessary for developing and implementing International Agreements.
Preferred Qualifications:

Education: Master’s degree in International Affairs, Security Cooperation, or International Business is preferred.
