REACH Mission and Values

The REACH Program of Evergreen Treatment Services works with individuals experiencing homelessness and behavioral health conditions to help them achieve stability and improved quality of life. The REACH mission is to foster community health and safety through outreach, relationship, healing interventions and systems advocacy for people who use drugs. REACH provides outreach-based-care coordination, multidisciplinary clinical services, and supports to access and maintain housing. All services are based in principles of harm reduction that offer respect and dignity to individuals moving through stages of change in their lives.

REACH incorporates a racial equity lens that includes naming the impact and actively dismantling systems of oppression rooted in White Supremacy, while addressing the root causes perpetuating historical trauma and immense suffering in individuals' lives. Job Summary:

The System and Benefits Coordinator position will support REACH staff to enroll and maintain individuals in all public benefits. This position will primarily serve as an expert resource, educator and problem solver for direct service staff as they help their clients navigate benefits systems. This position may also provide direct support for individual clients facing challenges accessing entitlements. The System and Benefits Coordinator may provide services in the field on outreach and at various office locations to answer questions and provide information directly to unsheltered individuals. This position may collaborate with the Seattle-King County Coalition on Homelessness Benefits Legal Assistance Program to coordinate training and support for homeless providers and to inform systems improvements. The System and Benefits Coordinator will identify system gaps and seek input from people living unsheltered about their challenges in accessing benefits and will use that information to advocate for system changes that reduce barriers and increase access for vulnerable homeless communities.

What you contribute to this role - Responsibilities:

•Help ETS succeed in carrying out our mission through working together with other staff to transform systems of harm and inequity to create different approaches to improving community health and safety through addressing substance use and homelessness.

•Assist with the organization-wide initiative to reimagine our interconnectedness within our community to overcome the aspects of our society and organizational culture shaped by white supremacy and settler colonialism.

•Provide training for REACH staff on how to assist clients to navigate complex benefits systems and troubleshoot difficult cases.

The System and Benefits Coordinator will have a strong understanding of and ability to navigate:

o State and Federal Benefits Acquisition (including ABD, HEN, EBT, SSI)

o Health benefits/coverage including Medicaid/managed care

o Entry points to systems (housing, medical, dental, MH/SUD treatment)

  • In close collaboration with case managers, the System and Benefits Coordinator will meet clients where they are and assist them in achieving stability through access to entitlement programs, protective payee ships, educational and vocational programs, and employment opportunities.
  • Develop and maintain client files and appropriate documentation for clients served directly according to agency, contract and state requirements.
  • Track and be attentive to information, gaps, and data regarding benefits acquisition to inform advocacy regarding improving the benefits systems.
  • Participate in relevant stakeholder, government entity, and community meetings to foster coordination and help create an effective system response.
  • Coordinate directly with REACH staff at different locations to help build response and not duplicate efforts.
  • Outreach and engage community partners, businesses, and organizations to foster connection and collaboration to advocate for client needs.
  • Collect data, document efforts, and complete reports per contract requirements.
  • Participate in all required REACH meetings and other staff activities as needed.
  • Other duties as assigned.

Requirements

What you bring to this role - Qualifications:

•Education and/or Relevant and Lived Experience (if applicable):

o High School Diploma or GED required. Additional education preferred. Lived experience may substitute for some educational requirements if relevant project management and/or effective team building experience is demonstrated.

o Four years minimum experience providing outreach to people who use drugs and are living unsheltered. Demonstrated understanding of addiction and harm reduction practices required. Experience providing case management services to individuals experiencing homelessness and behavioral health conditions preferred. Experience working with people in the drug and sex trade, people experiencing high mental health needs, and experience navigating shelter and service options for people who have limited services that fit their needs.

•Knowledge and Skills:

o An understanding of racial justice and social equity and a commitment to helping create an equitable environment for all ETS clients and patients as well as fellow staff.

o Ability to establish and maintain effective working relationships with clients, patients, and staff from a wide variety of ethnic, socioeconomic, and cultural backgrounds.

o Understanding and experience working with people who use drugs, have high mental health needs, engage in the sex trade, and/or the impact of chronic homelessness on health and behaviors.

o Computer literate, with basic knowledge of Microsoft Office Suite, as well as a high level of initiative in keeping current with technological change.

o Ability to prioritize workload and daily activities and complete tasks in a timely and efficient manner.

o Dependable, able to work under pressure; receptive to change, willingness to learn, cooperative approach to problem-solving.

o Must be able to pass a Washington State Patrol criminal background check

o Excellent customer service skills and attention to detail

o Strong interpersonal skills and verbal/ written communication skills.

o Excellent organizational skills and ability to prioritize workload, work independently, and complete tasks timely and efficiently.

o Ability to present information effectively and respond to questions from participants, staff, collaborative partners and the general public.

o Thorough knowledge of and ability to apply business arithmetic skills accurately and rapidly.

o Ability to solve practical problems and deal with a variety of concrete variables in situations where standardization may be limited. Ability to interpret a variety of instructions furnished in written, oral, schedule or diagram format.

o Basic math skills.

Additional Essential Information:

Physical Conditions and Requirements:

•The employee may be exposed to illicit drug residues and fumes or other bio-hazardous materials when carrying out job functions. There is also potential for exposure to bloodborne pathogens. ETS will provide employees with appropriate training to limit the risk of exposure to bloodborne pathogens. Policies and procedures are in place addressing each item specifically.

•The employee is regularly required to sit; use hands to finger, handle or feel objects, tools, or controls; reach with hands and arms and talk or hear; frequently required to stand, walk, and kneel; occasionally to climb balance, or stoop; rarely to crouch or crawl.

•The employee must occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close, color, and peripheral vision and the ability to adjust focus. The noise level in the work environment is moderate.

•Valid Driver's License and acceptable driving record required.
