JOB TITLE: One (1) Analyst/Senior Analyst

SUMMARY:

The Mayors Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayors expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.

Within OMB, the Citywide Government Operations Taskforce oversees and prepares the expense and capital budgets of more than 30 agencies, offices, boards, and commissions, including the Department of Citywide Administrative Services, the Office of Technology and Innovation, and the offices of New York City elected officials.

The Energy Efficiency and Modernization Unit is focused on the review of capital and expense projects intended to reduce municipal greenhouse gas emissions as mandated by Local Law 97, which was part of the April 2019 Climate Mobilization Act or the Citys Green New Deal. The unit works with agencies citywide to appropriately expedite these projects to assure we reach our emission reduction goals.

This position will support the administration of the $6.8M in Energy Efficiency and Conservation Block Grant (EECBG) funding received by the City. This includes coordinating data collection and reporting efforts, both for internal and external stakeholders and assisting in monitoring citywide allocations.

Please note that this is a grant-funded position. Your term of employment is dependent upon the availability of grant funding, but it is expected to be at least two years.

JOB DESCRIPTION:

The duties of this position encompass but are not limited to the following activities, which pertain to EECBG grant management and activities to help augment the Citys capacity to pursue energy efficiency and conservation work:

Grant Management:

- Quickly learn about the EECBG and become familiar with application requirements, deadlines, eligible activities, and applicable Federal, State, and City regulations.

- Quickly learn about City plans for using these funds and coordinate data collection and reporting efforts with relevant City agencies and OMB Task Forces.

- Provide technical assistance and information to City agencies and partners with regards to programmatic and administrative operations.

- Contribute to the development and maintenance of governing documents, such as memoranda of understanding, agreements, and program policies and procedures.

- Maintain internal records and reports to support the Task Forces public reporting and responses to external inquiries.

- Evaluate programmatic performance and monitor the expenditures of federally funded activities.

- Help prepare for and respond to internal and external audits.

- Represent OMB at meetings with officials from various entities.

- Support monitoring efforts related to ensuring compliance with all relevant city and federal policies.

Energy efficiency and conservation:

- Work with City agency personnel responsible for identifying and implementing energy efficiency and conservation projects at City facilities to help find project opportunities

- Work with City agency partners to understand barriers to energy efficiency and conservation projects

- Evaluating energy efficiency reduction projects and programs funded by the capital and expense budgets

- Monitoring and reviewing agency energy personnel across agencies

- Reviewing and evaluating on-going agency fiscal requests and personnel requests and formulating appropriate recommendations in order to ensure a sufficient allocation of resources for agencies to meet mandated responsibilities and programmatic requirements

- Monitoring and reviewing agency expense budgets, including conducting expenditure analyses, determining validity, feasibility and cost-effectiveness of projects in the budget and preparing analytical reports and briefings

- Monitoring and reviewing agency capital budgets and preparing and updating capital plans

- Reviewing and developing recommendations for fiscal and operational efficiencies

- Acquiring and maintaining detailed knowledge of agency programs and operations

- Overseeing special projects relating to agency programs and operations

- Analyzing legislative proposals and estimating their fiscal impact on operational policies

- Providing written and verbal responses to requests for information from OMB supervisory staff, agencies, the Mayor's Office, and City and State auditors

MINIMUM EXPERIENCE AND QUALIFICATIONS:

- A baccalaureate degree from an accredited college.

- Ability to learn and problem-solve with high level of independence

- Strong interpersonal skills and an ability to maintain working relationships with staff, city officials, government agencies, and other internal and external workforces at all levels with utmost professionalism.

- Strong analytical and technical skills, including working with Microsoft Office software and the ability to learn new technology quickly.

- Ability to work calmly and proficiently under pressure, and to adhere to strict deadlines.

- Excellent writing, presentation, research and organizational skills.

- Motivation to work on projects with long timelines and creativity while facing problems with ambiguous information.

Ideally, applicants should have some expertise in at least one of the following areas:

- Experience with federal grant cost-tracking, budgeting, or reporting

- Public budgeting, finance or policy

- Technical skills or experience related to energy efficiency and conservation

- Technical skills or experience related to building energy systems and electrification

REQUIREMENTS:

Analyst ($74,893+) Bachelor's degree in Business, Finance, Economics, Public Policy Analysis/Administration, or a subject related to the specific assignment and a minimum of two years responsible budgetary planning/management, financial analysis, public policy analysis/administration or a related field or an awarded Master's degree in Financial Management, Business, Public Administration or a field related to the specific assignment.

Senior Analyst ($84,257) Bachelor's degree and a minimum of three years responsible administrative and/or budget experience; or an awarded Master's degree in Financial Management, Business, Public Administration or a field related to the specific assignment and a minimum of one year of responsible administrative and/or budget experience.

Qualifications
