Human Resource Consultant 1 (HRC1)

provides first-level professional human resource services to management and employees of the Health Care Authority (HCA). HCA is Washington’s largest health care purchaser, responsible for providing comprehensive health coverage to more than 2 million residents through the Public Employees Benefits, School Employee Benefits, Medicaid, and behavioral health programs. The agency provides health purchasing leadership, benefitting both public and private sectors with a focus on moving the health delivery system away from volume toward higher value and better outcomes. This position is eligible to telework and is required to report on site occasionally to meet business needs.

The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Some of what you will do: Serve as technical HR consultant within assigned functional areas; provide professional consultation to the agency by answering questions, providing guidance, and processing personnel and position actions and employment forms. Respond to email, telephone, voicemail, and in-person requests and inquiries through the centralized HR email Inbox, HR main line telephone, and HR office from employees, supervisors, managers, internal and external customers, and the public. Using technical HR knowledge, utilize the Human Resource Management System (HRMS) to research and process personnel and position actions and provide pertinent details of personnel and position-related data to employees and management. Receive, track, and process employee hiring, appointment, and separation forms and position actions; enter personnel and position actions into HRMS timely and accurately; update appropriate logs timely and accurately. Prepare and distribute employee appointment letters accurately, timely, and in accordance with appropriate rules and processes. Ensure personnel and position documents are scanned, indexed, and uploaded into the AX imaging system. Prepare and distribute new hire paperwork in advance of Onboarding; track, review, and process returned hiring paperwork. Communicate with appropriate internal HCA teams regarding new hire lists. Communicate with supervisors of onboarding staff regarding expectations of first day activities. Conduct onboarding for new employees on the first working day of each pay period, ensuring all necessary hiring and policy paperwork is filed and/or routed appropriately. Respond to general questions from new employees, including questions related to the new hire process, policies and procedures, paid leaves, benefits, parking, and building access. Maintain the highest level of confidentiality, ensuring that work is completed within the anticipated or required timeframes and information is only shared outside the HR office with people who have a legitimate business need-to-know, in accordance with privacy rules. Required qualifications: Qualifying candidates will meet

one

of the following criteria options: Four years of experience interpreting and applying policies, rules, and regulations

AND

providing advice, guidance, or direct customer service to customers, stakeholders, and/or management regarding those policies, rules, and regulations. OR An associate’s degree

AND

two (2) years of experience interpreting and applying policies, rules, and regulations

AND

providing advice, guidance, or direct customer service to customers, stakeholders, and/or management regarding those policies, rules, and regulations. OR A bachelor’s degree with focus on business, human resources, social or organizational behavioral sciences, or related field. Qualifying candidates will also have demonstrated ability to: Effectively communicate technical and/or sensitive matters to diverse groups of people both verbally and in writing. Use Microsoft Office Suite software proficiently. Effectively learn and efficiently use new software systems. Research complex data. Provide excellent customer service to diverse groups of people with varying needs. Establish and maintain effective professional working relationships with a diverse range of customers and coworkers. Manage sensitive information and maintain confidentiality. Efficiently type and enter data accurately. Effectively work in a fast-paced professional office with frequent interruptions while completing work accurately and consistently meeting tight deadlines.

Preferred qualifications: Experience using the Washington State Human Resource Management System (HRMS) highly preferred. Experience using SharePoint Online and ServiceNow. Experience maintaining records in accordance with Washington State Records Retention Schedules. Six months or more of professional or para-professional level experience in a Human Resources office advising management on and interpreting and applying HR-related laws, rules, collective bargaining agreements, compensation, position classification, employment actions, etc. Understanding of the Washington State Public Records Act. Demonstrated ability to: Maintain personal and professional characteristics that are needed to meet organization’s expectations and demands of the workplace. Establish collaborative workplace relationships, encourage teamwork, and establish trust and credibility with others. Readily adapt to new situations and be open to change. Actively listen and understand what is being communicated. Work independently with little supervision and demonstrate initiative. Analyze and interpret information to provide options and solutions. Independently prioritize workload and multi-task.
