The Budget and Performance team is currently looking for a Senior Management Analyst. Our ideal candidate will have experience in forecasting, budget models, collaboration across departments, creating and presenting budget and policy recommendations to executive level personnel, and an interest in process improvement. The Management Analyst position is responsible for reviewing expenditures, monitoring budget levels, assisting in the development and implementation of budget policies and procedures, helping to facilitate the City’s performance program, and providing analysis and recommendations on special projects. This position also gains invaluable experience in collaboration, facilitation, and implementation of various performance and budgetary goals. As the Management Analyst, you must be able to perform the essential job duties: Assist in the development, implementation, and administration of the City’s annual operating budget and Capital Improvement Plan. Assist in developing and executing the City’s performance program initiatives including the Performance and Leadership Academy. Provide consultative/educational support to City departments to assist in the delivery of services within the City’s adopted budget and annual Strategic Plan. Assist the Budget & Performance Manager in preparing and presenting communications to City Management staff and City Council. Education/Experience: Knowledge of general principles and practices of public administration, including organizational development and budgeting. Skill in performing research, evaluating options, and financial analysis. Proficiency in Excel. Bachelor's in public administration, Public Finance, Public Policy, Business Administration, or a closely related field. Masters preferred. At least three years of professional budgeting or policy experience, preferably in local government. An equivalent combination of education and experience will be considered. The Management Analyst (I/II/Senior) position is designed to provide talented individuals with an interest in local government the opportunity to gain practical and diverse real-world experience in municipal budgeting, finance, and project management. This position works under the direction of the Budget & Performance Manager in preparing and monitoring the City’s annual budget, strategic plan, and performance programs. Working under the direction of the Budget & Performance Manager, the Management Analyst (I/II/Senior) can expect to lead projects from initial research to implementation, take an active role on inter-departmental teams, and present before the City Council. Supervision Received and Exercised: Receives general supervision from the Budget & Performance Manager. This position does not supervise others. Examples of Important/Essential Responsibilities and Duties: Assists in the development, implementation, and administration of the City’s annual operating budget and Capital Improvement Plan. Supports the creation of the annual budget book including data pulls, and development of narrative, graphs, and/or tables. May assist in applying for the Government Finance Officers Association (GFOA) Distinguished Budget Award. Assists in departmental budget projections and discussions to identify budget trends and issues. Works collaboratively with departments to provide analysis and recommendations on areas of concern including budget, process, and grants. Provides consultative/educational support to City departments to assist in the delivery of services within the City’s adopted budget and annual Strategic Plan. Performs special projects upon request. Qualifications: Knowledge of theories, methods, and practices of municipal budget preparation and administration. Ability to effectively collect, review, verify, and analyze data. Ability to listen well and communicate effectively orally and in writing with various audiences. Ability to establish and maintain effective working relationships with employees, management, and members of the general public. Education/Experience: Management Analyst I: Bachelor’s in Public Administration, Public Finance, Public Policy, Business Administration, or a closely related field. One year of professional budgeting or policy experience, preferably in local government. An equivalent combination of education and experience will be considered. Management Analyst II: Bachelor’s in Public Administration, Public Finance, Public Policy, Business Administration, or a closely related field. Three years of professional budgeting or policy experience, preferably in local government. Senior Management Analyst: Bachelor’s in Public Administration, Public Finance, Public Policy, Business Administration, or a closely related field.
