Overview of the Role
The Department is open to considering a variety of experience levels for this position. The qualifications of candidates will dictate the level at which they are appointed.
Procurement Specialist II: This role is designed for individuals with an intermediate understanding of public procurement regulations, general business law, and applicable local, state, and federal legislation, including the Uniform Commercial Code and general commercial laws. The expectation is that the individual in this role will be capable of making independent decisions and applying procurement and accounting principles to a range of medium-risk technical and non-technical purchases.
Procurement Specialist III: This role is intended for candidates with an advanced understanding of public procurement regulations, general business law, and relevant local, state, and federal legislation. The individual in this position will be expected to make independent decisions and apply procurement and accounting principles, focusing primarily on complex and high-risk contracts related to significant Capital Improvement Programs, including but not limited to construction contracts and professional service agreements.
Salary Range:
Procurement Specialist II: $57, $80,115.450
Procurement Specialist III: $75, $109,552.57
Key Responsibilities
- Conduct procurement of a diverse range of technical and non-technical items with minimal supervision.
- Draft and review bid specifications, ensuring open competition and equal opportunity for all bidders.
- Revise purchase requisitions to accurately reflect descriptions, quantities, pricing, and special conditions.
- Engage with suppliers and vendors to gather information regarding products, pricing, and availability.
- Negotiate contract terms, pricing, and conditions for various agreements.
- Educate staff on purchasing policies and procedures.
- Analyze bids, quotations, and proposals.
- Represent the County at bid openings and prepare recommendations for the Board of County Commissioners.
- Coordinate compliance issues with relevant departments and legal staff.
- Assist in forming teams and developing evaluation criteria for bids and proposals.
- Administer contractual agreements for the procurement of goods and services.
- Participate in cooperative bidding programs.
- Manage the disposal of obsolete equipment and determine appropriate disposal methods.
- Prepare official Notices of Award, Notices to Proceed, and Denial Letters.
- Foster positive communication and customer service with all departments.
- Assist in training staff on JD Edwards Enterprise One Software.
- Coordinate bulk purchases across departments to maximize discounts.
- Perform additional related duties as required.
Qualifications
Knowledge, Skills, and Abilities:
- Intermediate (Advanced for CSIII) understanding of public procurement regulations and applicable laws.
- General knowledge of business law.
- Familiarity with accounting practices, including invoicing and returns.
- Understanding of purchasing practices and procurement procedures.
- Ability to communicate procurement responsibilities to County staff and promote compliance.
- Skills in analyzing and resolving procurement-related issues.
- Ability to identify reliable sources of supply for timely deliveries.
- Experience in consolidating purchases of similar items.
- Capability to assist in emergency purchasing processes.
- Evaluate the quality of materials and services received.
- Negotiate and draft contracts with support from senior staff.
- Proficient in modern office equipment and software applications.
- Strong verbal and written communication skills.
- Aptitude for building positive relationships with colleagues and departments.
- Ability to work effectively in teams of varying sizes.
