Description:
The Estimator is responsible for preparing competitive fixed price quotes (labor and material) for maritime ship repair/ refit and industrial repair/ refit. Determine work procedures, crew size, machines/ tools sub-contractors, and materials required to accomplish work at competitive price and acceptable margins. Conduct ship checks/ in order to properly evaluate the scope of work and obtain accurate bill of material (BOM) quotes in a timely manner. This position reports directly to the General Manager.
  • Establishes processes to perform analysis of project requirements, plans, and specifications to identify labor, material, equipment, and service requirements.
  • Review, provide feedback and evaluate performance of assigned Estimators.
  • Review all estimates for accuracy and revise/implement required changes.
  • Respond to existing client inquiries and requests within one business day or less.
  • Solicit proposal and bids for labor, equipment, and material from different suppliers.
  • Develop and maintain all estimating and planning procedures, documents, internal folders, and templates.
  • Compile benchmark data, trends, and historical pricing to generate detailed cost estimates that consist of itemized lists of expenses, labor hours, material quantities, and potential cost variations.
  • Implement workflow and system for scheduling and processing estimate requests and communicating with stakeholders.
  • Use different estimating methods, mathematical models, or specialized estimating software tools to generate estimates.
  • Support Business Development Manager in reviewing all contract actions as well as maintaining a Past Performance database.
  • Maintain internal Quote Log and prioritize efforts of the estimating team.
  • Interact closely with sales, program management, and executive management teams to provide information and support for proposals and contracts.
  • Evaluate contract agreements between the business and its clients.
  • Review, negotiate and maintain contracts such as purchase orders, blanket purchase agreements, teaming agreements, subcontract agreements, and NDAs.
  • Review / adjudication of terms and conditions, NDAs, supplemental agreements, and other documents with legal / contractual implications
  • Analyze contract provisions to identify potential risks, summarize implications, and make recommended solutions.
  • Provide oversight of Subcontracts and assure compliance.
Qualifications:
  • 3+ years relevant experience working in ship construction, repair, and/or modernization of US Navy ships.
  • Proven analytical and written and verbal communication skills.
  • Ability to be proactive, prioritize and maintain deadlines in a service-oriented and sales-driven environment. Speed and accuracy are essential requirements for this position.
  • Work well in a "team" environment.
  • Knowledge of federal government contracting requirements and processes with ability to read, understand and follow customer proposals, contract types (i.e., Fixed-Firm-Price (FFP), Cost-Plus-Fixed-Fee (CPFF), (Cost-Plus-Incentive-Fee), and work item requirements.
