Senior Engineering Analyst

Job Description:

Provide programmatic support to DDG51 Class Ship Managers (SM's), PEO SHIPS PMS 407, for advance planning and execution efforts performed prior to and during Chief of Naval Operations (CNO) Availabilities for 30 in-service ships based in San Diego, CA.

The Senior Engineering Analyst will liaise between NAVSEA PEOs, NSWCPD, Fleet Type Commanders, Planning Yards, and other Naval Field Activities for coordination, definition of project scope, project tasks, develop project plans, plan/schedule project timelines, impact analysis, configuration management analysis, structural integrity, impact analysis for shipboard systems, and other ship-specific information pertinent to the installation of systems on surface ships.

Responsibilities include:
  • Researching Navy Data Environment (NDE) Afloat Master Planning System (NDE-AMPS), Naval Modernization (NDE-NM.net), Entitled Process (NDE-EP), and Integrated Logistics Support (NDE-ILS) modules; Navy Tool for Interoperability Risk Assessment (NTIRA); Warfare Interface Systems Engineering (WISE) database; and Regional Maintenance and Modernization Coordination Office (RMMCO) database to determine Strike Force C5IMP baselines.
  • Conduct review of Departure from Specifications (DFS), Engineering Change Proposals, Ship Change Documents), the Navy Data Environment and Entitled Process.
  • Research and compose Class Advisory messages for surface ships.
  • Determining status of the NMP documentation milestones on each alteration in relation to ships' CNO Modernization Availability dates and Target Configuration Dates (TCDs).
  • Identifying, researching, and providing solutions for missed milestones and discrepancies to the SEA 21 customer.
  • Attending meetings relating to the C5IMP and FMP processes, and preparing meeting highlights, minutes, and/or action items for the SEA 21 customer.
  • Maintain Availability Planning Sheets (APS) for CNO Availabilities for Guided Missile Destroyers (DDGs), Letters of Authorization (LOA), support Availability Execution Management in order to track the maturity of scheduled Ship Changes, including SHIPALTs (SAs), Engineering Changes (ECs), Field Changes (FCs), ORDALTs (OAs), Removals (RMVs), Software Deliveries (SWDs), and NAVSEA funded Non-Permanent Changes (NPCs)/TEMPALTs (TMPs).
  • Collect and analyze CNO availability planning information, including ship and equipment alteration scheduling, key milestone status, and Command and Control, Communications, Computers, and Combat Systems Installation Master Plan (C5IMP) baseline status, to ensure adherence with CNO Availability planning and execution policies for development of the LOA's and Late Adds.
  • Liaison with major System Command (SYSCOM) representatives, Participating Acquisition Resource Managers (PARMs) (NAVSEA, NAVAIR, SPAWAR, and PEO IWS), waterfront representatives (Program Manager Representative (PMRs), Regional Maintenance Centers (RMCs), etc.), ISEAs, and Bath Iron Works Planning Yard (BIWPY) representatives to plan, schedule, program, execute CNO availabilities, and resolve issues.
  • Utilize Navy Data Environment (NDE) Navy Modernization (NM) to ensure compliance with Availability Planning Sheets (APS) and Letters of Authorization (LOAs).
  • Maintain Discussion Worksheet for APS meetings.
  • Develop Execution Hull Modernization Plan (EHMP).
  • Develop Advance Hull Modernization Plan (AHMP).
  • Maintain ST1 / ST2/LI ship changes status.
  • Maintain Support Service Requirement (SSR) ship changes status.
  • Maintain Safety Alts ship changes status.
  • Track Late Adds.
  • Track LOA's.
  • Providing a monthly summary of accomplishments for inclusion in the contract task program manager's monthly report.
Basic Qualifications:
  • Minimum 25 years of experience in the Navy or supporting the Navy.
  • Minimum 15 years of experience in maintenance and modernization of Navy surface ships.
  • Minimum 3 years of experience with the Navy Modernization Processes.
  • Minimum 3 years of experience in preparation and staffing of Ship Change Documents, Class Advisories, Departures from Specification, and Integrated Class Maintenance Plans.
  • Secret Security Clearance required.
Preferred Qualifications:
  • 20 Years of Navy active duty experience on ships.
  • 5 years of experience working with a Program Office at NAVSEA.
  • 3 years of Hull, Mechanical and Electrical experience.
