**JOB SUMMARY**:
The person in this position works under the supervision of the Executive Director of the Housing and Family Services at the Housing Authority of Queen Anne’s County. This position provides management oversight of all QAC Public Housing Authority (PHA) low-income housing units, residences, and buildings. Duties include monitoring rental community budgets, supervising personnel, maintaining compliance of PHA’s policies and standards, responding to requests for information within the scope of authority, and coordinating with service providers.

**ESSENTIAL FUNCTIONS**:
Provides cordial, responsive, and accurate customer service to all PHA and county staff, consultants, contractors, and the general public.

Maintains occupancy at each rental community.

Ensures compliance with all regulations of the Public Housing Assessment System through HUD and the Department of Housing and Community Development (DHCD).

Work closely with the maintenance staff to re-lease vacant ready units swiftly in compliance with all occupancy requirements.

Monitors spending at each property and revises spending plans in accordance with monthly reports.

Coordinates with the Facility Manager and other housing authority staff to ensure coverage when Facility Technicians and other relevant personnel are unavailable including the use of the 24-hour on-call maintenance line.

Ensures all rent is collected timely, tracks monthly rent and additional charges for each property.

Enforces all PHA lease requirements, works with delinquent tenants, processes evictions with the assistance of the county attorney, and presents cases in court when necessary.

Coordinates with service providers that can support individual residents to be lease compliant.

Schedules and completes annual inspections according to the National Standards for the Physical Inspection of Real Estate (NSPIRE) through HUD and housekeeping inspections and assures units have been properly made ready and occupancy is maintained at PHA standards.

Shows and leases units to prospective residents, including orientation discussion at the time of lease signing, manages resident move-in, move-out, transfer, and eviction procedures.

Responds to resident inquiries, attends monthly resident meetings, and resolves resident complaints in accordance with PHA policy.

Enforces requirements of the lease, investigates and mediates complaints and disruptive situations, registers and monitors resident vehicles on the properties.

Manages incident reports and monitors any police presence on site.

Updates and maintains client database.

Prepares reports by collecting, analyzing, and summarizing data and trends.

Coordinates and schedules meetings and appointments as requested.

Ability to explain the nature of PHA programs, procedures, and services to residents while maintaining strict confidentiality of resident issues, records, and PHA information.

Assists in the preparation of the annual operating and capital budgets.

Represents the PHA in various meetings, contract disputes and contract negotiations.

Performs other duties as assigned.

Possess a Bachelor’s degree in Business Administration or Public Administration, Real Estate, or a closely related field from an accredited college or university. Equivalent professional experience in property management or a related field may be considered in lieu of a bachelor’s degree.

Certification in Fair Housing and Certified Property Management (CPM) or Accredited Residential Manager (ARM) are highly desirable, one of which must be obtained within the first year of employment.

**PHYSICAL REQUIREMENTS**:
Occasionally required to walk, stand, stoop, kneel, crouch or crawl. The employee is occasionally required to use hands to handle or feel objects, tools, or controls.

Occasionally required to lift, carry, push, pull or otherwise move objects weighing up to 50 pounds. Vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
