**Job Duties**
- The Virginia Department of Small Business and Supplier Diversity (Agency or SBSD) is seeking a SWaM Compliance Officer to join the agency’s certification division. The certification division of the Agency is responsible for the administration of Virginia’s business certification programs. Its mission is to ensure only eligible Small, Woman-owned, and Minority-owned Businesses (SWaM) are certified to participate in Virginia’s specialized procurement and contracting opportunities.
Development and implementation of a comprehensive annual review and audit plan tailored to meet the needs of the Agency’s SWaM Certification program
- Review and audit for quality assurance the work of Agency SWaM certification officers
- Analysis of all certification files to ensure file contains proper documentation and the preparation and filling of the appropriate correspondences as applicable to the program
- Development of improvement plans in coordination with Director of SWaM and DBE Certification and SWaM Certification Officer Senior when repeated findings are identified
- Plan and schedule informal hearings for firms that have been denied and desire a hearing
- Plan, coordinate, assign, or conduct onsite reviews and third party investigations
- Develop division wide training and maintain guidance documents specific to SWaM Certification
- Provide customer service, perform special assignments, and represent the agency as requested

**Minimum Qualifications**
- Considerable experience performing audit/compliance functions for business certification programs or similar government regulated programs
- Working knowledge of procurement processes related to business certification, business development, small business practices, business structures, and financial and legal documents
- Must demonstrate ability to
- Work independently and in a team environment
- Interpret federal and state regulations, conduct thorough investigations, research and analyze information from several sources, identify problem areas and make logical decisions related to certification matters
- Communicate effectively both orally and in writing

**Additional Considerations**
- Considerable experience performing audit/compliance functions for the certification of Small, Woman-owned, and Minority-owned businesses and/or Disadvantaged Business Enterprises in accordance with program regulations.
- An undergraduate degree with major course work in business, economics, accounting or related fields. Equivalent combination of training and experience may substitute for an undergraduate degree.
- Past work experience that aligns with the Agency’s mission to enhance growth opportunities for Virginia’s small businesses.
