Position Objective:
This Position will coordinate with various departments within Metro-North the implementation and development of capital and maintenance programs for the construction, repair, and maintenance of right-of-way on Metro-North’s territories. Define work objectives for future maintenance, construction, and repair programs and ensure quality control standards for safe and reliable operation.

**Responsibilities**:

- Develop project scopes and production planning schedules and cost estimates for project implementation for all in-house projects to perform work safely and efficiently and in compliance with the Metro-North Safety Program.
- Direct and review requirements for future programs for Right-of-Way which include developing cost estimates.
- Assist in the preparation of the department’s annual budget, equipment, and manning requests.
- Manage subordinates in the efficient use of budgeted resources. Review allocation of personnel, material, and equipment for all projects.
- Manage the coordination efforts on inter-departmental projects with various department managers to ensure maximum productivity.
- Provide oversight for personnel training and qualifications, and field coordination.

Required Qualifications:
Required Knowledge/Skills/Abilities:

- Strong ability to analyze complex situations involving right-of-way, structural, and safety defects.
- Strong leadership skills and ability to train, motivate, and foster teamwork.
- Excellent planning, forecasting, and organizational skills to ensure programmed work is on schedule and service disruptions minimized.
- Strong knowledge of budget preparation and processes.

- Strong verbal and written communication skills.
- Strong interpersonal skills with the ability to interact with internal departments, as well as city and state agencies.
- Strong project management and coordination skills.
- Ability to be on call 24 hours/7 days.
- Valid driver’s license.

The Following is/are preferred:

- Familiarity with collective bargaining agreements.
- Broad knowledge of overall rail/transportation operations.

Required Education and Experience:

- Bachelor’s Degree in Engineering, Construction Management, or related discipline.
- Professional Engineering (PE) License in NY & CT or ability to attain within 6 months of the date of hire.
- Minimum of eight (8) years of experience in the construction, maintenance, and repair of structures/facilities.
- Minimum of six (6) years of progressively complex experience managing personnel, projects and/or a diverse workforce.

The following is/are preferred, but other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered:

- Experience working in a transportation operations environment.

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
