Job Summary:
The Active Management Areas (AMA) Section of ADWR is seeking a highly organized supervisor to lead and contribute to critical AMA functions, including the implementation of mandatory conservation programs for agricultural, municipal, and industrial water users in the AMAs, supervision of annual reporting data processes, and other program implementation and policy functions. This person will supervise a team of professional staff, support staff development, provide accountability on data and analysis quality, track annual deadlines, and serve as a resource for the broader AMA team.

The AMA team is full of creative, energetic, hardworking individuals who care about the quality of their work and who care about wise management of natural resources. The team is deeply collaborative, often working extensively together to answer complex and sensitive water resource management, program management, and data questions.
- This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures._

Across our many agencies, boards, and commissions, many State employees participate in the State’s Remote Work Program and are able to work remotely in their homes, in offices, and in hoteling spaces. All work, including remote work, should be performed within Arizona unless an exception is properly authorized in advance._

Job Duties:
Supervise and train AMA conservation program and annual reporting staff regarding procedures/techniques to be used, quality of results expected, and projected timelines, goals, and objectives

Lead and support staff in:

- Implementation of the mandatory conservation programs for the Municipal, Agricultural, and Industrial sectors
- Annual Water Withdrawal and Use Reporting process such as the creation and improvement of standard work and practices, development of queries, improving reporting forms and guidance
- Data entry, data analysis, data quality control of Annual Water Withdrawal and Use Reports and AMA water-use estimate compilations
- Developing queries to pull data from ADWR databases in response to program analyses and public record requests
- Coordinate the AMA section’s data sharing and transparency initiatives, including the creation of data dashboards
- Analyze water use data and develop water budgets
- Coordinate with the Active Management Area (AMA) Director and with other staff on policy issues, including management plans and Supply & Demand Assessments
- Represent ADWR at public meetings and conferences
- Other duties as assigned

Knowledge, Skills & Abilities (KSAs):
Knowledge of:

- Water supplies and their respective regulatory frameworks in Arizona, including groundwater, surface water, Colorado River water, and effluent
- State of Arizona water resource statutes, rules, policies, procedures, and programs, including the Groundwater Management Act, Active Management Areas, Management Plans, Assured and Adequate Water Supply Program, and Recharge and Recovery Program
- The mandatory conservation programs outlined in the AMA Management Plans, and how the conservation programs requirements change over management periods
- Current concepts and practices in water resource management and conservation
- Information sources, research methods and techniques utilized in water resources management

- Processes and procedures associated with working within a regulatory environment
