**Description**

The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Contract Management Program Area and will perform contract management work.

III: Performs highly complex (senior-level) contract management work. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

IV: Performs advanced (senior-level) contract management work. Works under mínimal supervision, with considerable latitude for the use of initiative and independent judgment. Employees at this level may be considered technical experts in the field and may be responsible for overseeing and performing work on some of the most complex contracts.

**Essential Job Elements**:
Drafts, tracks, and coordinates the execution of contracts, amendments, and grants through the use of a contract management system. Serves as a liaison with other agency staff on the development of contracts, including amendments, changes, and modifications.

Provides guidance to internal and external stakeholders regarding contract administration, policies, and procedures. Resolves audit exceptions by defining causes of errors and recommending appropriate dispositions.

Conducts annual/enhanced monitoring of contracts.

Reviews acquisition plans and other program area requested documents to determine the requirement for required contract documents.

Assists with training needs and conducts training as assigned. May assist with developing contract administration policies and procedures.

Add contract records to CAPPS, run reports from CAPPS and provide quality assurance reviews of CAPPS records.

**Qualifications**

**Minimum Qualifications**:
Graduation from an accredited four-year college or university.

Three (3) years of experience in contract development or drafting.

Two (2) years of experience working for a State of Texas agency.

Experience and education may be substituted for one another.

Have a Certified Texas Contract Manager (CTCM) or Certified Texas Contract Developer (CTCD) certification.

A contract skills test may be administered to applicants considered for an interview. Testing may include reading and comprehension of a sample contract.

**Knowledge, Skills and Abilities**:
Knowledge of contracting and procurement regulations, of negotiating contracts, of developing (drafting) contracts and amendments, and of policies and procedures of contract management.

Ability to interpret policies, procedures, and regulations; to evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements; to write and edit contract requirements and specifications; to negotiate features of a contract; to communicate effectively; and to train others.
