The future incumbent will manage a group of staff responsible for overseeing Watershed Planning activities for the County including developing, updating and implementing the County’s Jurisdictional Runoff Management Plan and eight Water Quality Improvement Plans in coordination with other jurisdictions and agencies within the watersheds. The Planning Manager oversees the Regional Stormwater agreement with the 21 Copermittees to implement regional programs, chairs the Regional Management Committee and Program Planning Subcommittee, and builds workplans and budgets for Copermittee stormwater programs regionwide. The Planning Manager helps lead highly technical discussions such as TMDLs, Time Schedule Orders, Permit Reissuance, and Advanced Restoration Plans. The Planning Manager also administers special studies, legislation reviews, policy updates, and annual reporting.
All Watershed Protection Program Planning Managers coordinate and engage regularly with County staff who have a role in stormwater management, assist the County with meeting compliance with State stormwater orders, permits, and operational goals, collaborate with local agencies and jurisdictions, participate in the re-issuance of the MS4 Permit, and collect jurisdictional data for annual reports. - Positions in this job class are located at the County Operations Center, a modern 44-acre regional complex in Kearney Mesa. The Operations Center includes 18 structures and houses 19 departments, including an employee gym/workout center and onsite employee wellness classes.

**This recruitment is conducted to establish a six-month eligible list to fill one (1) immediate vacancy in the County's Department of Public Works (DPW). This eligible list may also be used to fill additional vacancies with other DPW divisions and other LUEG departments, including Planning & Development Services (PDS) and the Department of Parks and Recreation (DPR).**

**Hiring Process and Timeline**:

**Minimum Qualifications**
- A master's degree from an accredited U.S. college or university, or a certified foreign studies equivalency in urban studies, urban planning, geography, anthropology, biology, geology, ecology, zoology, environmental management, landscape architecture, engineering or a closely related field; AND, three (3) years of professional level regulatory planning, land use permit processing, long-range planning, or environmental management experience with a public or private land use agency. Professional level experience must be at the level equivalent to a Land Use/Environmental Planner III within the County of San Diego; OR,
