**Duties**:
The selectee will serve as a Congressional Affairs Specialist in the Office of Intergovernmental and Legislative Affairs (IGL), Congressional Affairs Program (CAF). Typical work assignments include:

- Promoting and maintaining working relationships with Congressional staff to provide in-person outreach, data, and program related information.
- Assisting in the development of specialized talking points, presentations, and other communication materials regarding the agency's legislative priorities for use by agency leadership when presenting to Congressional Members or staff.
- Monitoring legislative proceedings to assess opportunities to advance agency priorities.
- Collaborating with organizational leaders to implement and track congressional outreach plans for each Congress.
- Providing information and analysis of legislative initiatives of importance to the agency, as well as recommendations and/or courses of action.

**Conditions of Employment**:

- One-year probationary period may be required.
- Complete the initial online assessment and USAHire Assessment, if required.
- Obtain and maintain a top secret Tier 5 clearance.
- Submit to a drug test prior to your appointment and random drug testing while you occupy the position.

**Qualifications**:
**Applicants must demonstrate that they meet the Specialized Experience requirements as noted below**:
**GS-12**:You qualify for the GS-12 level (starting salary $99,200.00) if you possess one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties:

- Researching legislation or congressional action to determine its relevancy to agency or organizational objectives;
- Attending legislative meetings on Capitol Hill on behalf of an organization;
- Assisting in the preparation of briefing documents to be used for congressional meetings; and
- Working with congressional staffers to further the objectives of the organization.

**GS-13**: You qualify for the GS-13 level (starting salary $117,962) if you possess one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties:

- Providing leadership guidance on the process of developing and advancing legislation through Congress;
- Developing legislative initiatives related to organizational priorities;
- Preparing briefing materials for organizational leaders to be used when advocating for advancement of legislative priorities; and
- Advocating organizational positions and priorities with congressional staff members.

NOTE: Your resume must explicitly indicate how you meet this requirement; otherwise, you will be found ineligible.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.- **Current or Former Political Appointees**: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
