This position administers the department level operating and capital budgets; develops and maintains internal controls to ensure fiscal compliance with procurement and payments; recommends department level fiscal policy; and oversees fiscal processes of 10 of the department’s 12 divisions (two have standalone fiscal sections). The incumbent oversees the administration of approximately 40 grants, acts as a Business Manager in FSF, supervises fiscal staff, and oversees the department’s transactions in FSF and entries to the GAAP report. This role will supervise both full-time and part-time employees.

**Essential Functions**:
Essential functions are fundamental and core functions common to all positions in the class series. This is not an exhaustive list of all job duties for any one position in the class. - Reviews and analyzes financial transactions and records to determine accuracy and monitors adherence to agency budget, applicable agreements, grants, or contracts, as well as state or federal laws, rules, and regulations.
- Analyzes, reconciles, and consolidates data to the general ledger from journals, records, and documents; takes trial balances and makes corrections, updates, and adjustments to bring funds into balance and maintains an audit trail.
- Reviews financial transactions, classification and codes to ensure accuracy and recommends changes.
- Maintains internal controls and applies accounting principles, practices, and standards.
- Provides advice and technical guidance on matters in assigned fiscal function(s).
- Compiles, analyzes and prepares a variety of statements and reports of financial health utilized in financial, budget, and personnel planning.
- Researches and provides data, reports and other documentation to state, federal and independent auditors and for other requests for financial information.
- Uses commercial and proprietary automated information systems and computer software to research, review, evaluate, and report on financial data.
- Delivers excellent customer service to internal and external customers and the public in person, electronically, or by written communication.
- Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.
- May be responsible for purchasing, disbursement, and inventory of equipment and supplies.

**Job Requirements**:
**JOB REQUIREMENTS for Fiscal Administrator I**
- Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

- Four years’ experience in analyzing financial problems, developing alternatives, recommending and advising management on solutions.
- Six months' experience in financial administration such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash flow management and establishing internal control.
- Six months' experience in budget administration which may include but is not limited to managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.
- One year of experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
