Human Resources Specialist Trainee 1 (Labor Relations): A bachelor's or higher degree.
Human Resources Specialist Trainee 2 (Labor Relations): A bachelor's degree and one year of professional labor relations experience.
Human Resources Specialist 1 (Labor Relations): A bachelor's degree and two years of professional labor relations experience.
Substitutions: A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Transfer: Current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible for transfer under section 70.1 or 52.6 of the Civil Service Law.

Preferred Qualifications: Experience in the employee relations field. Excellent writing, organizational and analytical skills. Strong interpersonal skills, ability to work with and manage conflicting points of view, proficient in navigating multiple priorities in a challenging environment. Strong investigatory skills.

**Duties Description**

Under the supervision of a Human Resource Specialist 2 or 3 Labor Relations, the incumbent will provide advice and consultation to program managers, employees and union representatives regarding issues addressed by the negotiated agreements between the State and the employee unions. They will investigate allegations of misconduct and incompetence, prepare and serve notices of discipline, conduct contract grievance and disciplinary hearings, advocate for the Department at arbitrations and conduct labor/management discussions. On occasion, the incumbent may conduct training in Counseling and Corrective Discipline, Performance Evaluation and other labor relations-related topics. Incumbent must be able to travel to various Department of Health offices throughout the State to perform essential functions as needed.

This position is part of the NYS HELPS program. No examination is required.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
