Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.

The Associate Director is responsible for guiding, developing, and overseeing solution strategies for a large and evolving portfolio of Interim Housing programs. The Associate Director, with their team members, assesses and identifies opportunities to enhance the accessibility, quality, and housing linkages of interim housing programs, and utilizes system management strategies to implement and monitor progress towards these goals. The Associate Director completes and manages reports and program analyses, manages relationships with internal and external stakeholders, provides quality oversight and review of financial and programmatic performance of subrecipient programs, prepares, and provides presentations to internal and external stakeholders, and guides and fosters team development for staff members within team. This position supervises a team that may include positions such as Performance Management Analysts, Countywide Interim Housing Matchers, Matching Coordinators, Interim Housing Coordinators, Supervisors, and Managers. The Associate Director represents LAHSA and its role as the homelessness response system administrator for Los Angeles County and works in close collaboration with team members across the Interim Housing Department, with other Departments within LAHSA, and with external stakeholders including service providers, funders, and elected offices. The functions listed below are intended to describe the general nature and level of work being performed and are not to be interpreted as an exhaustive list of responsibilities.

**Essential Job Functions**:

- Demonstrate LAHSA’s core values of accountability, collaboration, compassion, equity, and integrity.
- Provide effective and strategic leadership for the development, refinement, and ongoing management of a large portfolio of interim housing programs.
- With team members, engage in active system management of the interim housing portfolio, identifying opportunities for enhancement, revision, and elevation of effective practice.
- Develop processes for and support team members in identifying solutions and enhancements to the design and performance of the interim housing system to achieve goals such as reducing vacancies at interim housing programs, promoting consistent quality of care across programs, advancing equity, and expediting exits to permanent housing.
- Promote strong team development and collaboration, including developing and implementing processes to guide and support team priorities and projects, facilitating team meetings, and identifying proposed solutions for training and capacity building needs.
- Actively supervise, manage, and provide development opportunities to assigned team members, including hosting regular supervision meetings; maintaining awareness of project status, strengths, challenges, and priorities; providing coaching, training, and quality assurance activities; and conducting performance assessments and hiring recommendations.
- Advance agency and Department goals and objectives through communication and effective collaboration with other Departments including, but not limited to: Access and Engagement, Systems, Permanent Housing, Equity, Data Management, Budgets and Financial Planning, Grants Management & Compliance, and Funding & Allocations.
- In coordination with Department Director and peer Associate Director(s), implement and refine processes for receiving feedback on interim housing program design and effectiveness from within LAHSA and with external partners.
- Lead, contribute to, and manage the development of interim housing program models and corresponding LAHSA-issued program model documents, contract-related required materials, internal
- and external-facing trainings, and other materials.
- Produce deliverables including but not limited to completion of data and narrative reports, preparation and delivery of presentations, and drafting of Memos, policies, procedures, and other documents.
- Engage in budget, funding allocation, procurement, grant management, and compliance/r
