BASIC FUNCTIONS:
SUPERVISORY ACCOUNTABILITY:
Manages staff (Parking Coordinators, Parking Enforcement Staff, Shuttle Supervisors, and Staff, Event Staff), including hiring, scheduling, assigning work, reviewing performance, and recommending salary increases, promotions, etc. terminations. Manages student employees.

NATURE AND SCOPE:
Internal contacts include students, faculty, and staff throughout the University. External references include vendors, professional associations, potential shuttle and parking services, and clients.

PRINCIPAL ACCOUNTABILITIES:

- Plan, direct, and manage daily operations of Parking and Transportation Services to assure efficient customer service; ensure compliance with federal, state, and local laws and codes. Assist, review, and administer Parking and Transportation Services Department policies and procedures. Conducts planning for Howard University regarding parking, demand management, transportation alternatives, budget planning, and scenario development to weigh transportation alternatives.
- Assist with developing annual department goals and objectives. Assist with developing long-term parking and transportation plans that include non-vehicle and alternative vehicles components. Assist with directing the use of a parking permit distribution system for parking permit sales, inventory, citations, and accounting.
- Assist with developing, implementing, and managing programs and services to facilitate alternative methods of transportation and work habit modifications to minimize the need for on-campus vehicular parking.
- Develop and implement traffic safety education and enforcement initiatives. Work closely with campus planners to promote the safe use of vehicles in and around the campus neighborhood.
- Assist with the development of the annual auxiliary-based operating budget within established university financial policies and procedures. Monitor monthly department revenue and expenses and forecast year-end revenue and expenses monthly. Create Workday financial reports and reconcile as appropriate. Maintain appropriate contracts related to parking and transportation services.
- Engage in problem-solving, presentations, focus groups, and information sharing with constituent groups on and off-campus. Represents HU with outside agencies and officials relating to regional transportation issues and initiatives.
- Serve and represent on committees, public events, and professional organizations as assigned.
- Performs other job-related duties as assigned.

CORE COMPETENCIES:

- Intermediate to advanced knowledge of Microsoft Office products including Word, Excel, Outlook, and PowerPoint.
- Enhanced skills in the use of both oral and written English with the ability to read technical literature, write administrative reports, and provide public presentations that are succinct, persuasive, and articulate.
- Ability to handle confidential information and manage multiple projects and issues concurrently.
- Excellent skills in public and customer relations with the ability to use tact, diplomacy, and decorum.

- Detailed working knowledge of parking operations and programs.
- Ability to establish and maintain harmonious and effective work relations with department senior officials, staff and security personnel, students, university officials, staff, faculty, outside agencies, and the public.
- Knowledge of the District of Columbia codes and regulations and university regulations related to parking and enforcement, licensing and regulatory affairs, ADA rules, and regulations;
- Supervising subordinate staff;
- Coordinating activities with other internal departments and/or external agencies and vendors;
- Developing and monitoring budgets;
- Managing projects;
- Preparing a variety of reports related to operational activities, including statistical analysis;
- Monitoring compliance with applicable policies, procedures, rules, and regulations;
- Utilizing computer technology for communication, data gathering, and reporting activities;
- Valid driver's license. Ability to supervise personnel.
- Ability to prioritize a varied workload.
- Ability to establish and maintain effective and harmonious work relations with faculty, staff, students and customers.

MINIMUM REQUIREMENTS:
Bachelor’s Degree or equivalent and four (4) years of experience in the management and administration of facility operations; in place of the above, the equivalent combination of training and experience
