**ESSENTIAL JOB FUNCTIONS**
- Serves as Team Lead of data products for the TexMesonet program.
- Serves as a technical advisor on topics related to meteorology data products and tools.
- Leads the development and maintenance of enhanced data and product services for the TexMesonet program.
- Conducts complex hydrometeorological research to enhance the TexMesonet program, improve the accuracy and dissemination of datasets and information, and develop value-added data products.
- Works with stakeholders to identify user needs and develop value-added data products.
- Performs qualitative and quantitative (statistical) analyses of TexMesonet data.
- Implements data quality assurance and control processes, analyzes data quality results, and reports necessary changes to ensure data quality improvement.
- Applies knowledge of hydrometeorological data science, including that of emerging research, to advise on business decisions and program direction.
- Monitors, approves, and coordinates public data dissemination for newly installed environmental stations.
- Assists in creating, reviewing, and evaluating scientific reports, studies, work processes, field notes, and data.
- Serves as a project and/or contract manager.
- Enters technical data into databases, preparing reports, website updates, and summaries.
- Assists in reviewing and evaluating scientific reports, studies, field notes, and data.
- Develops maps, charts, and graphs.
- Coordinates and collaborates with other government agencies and institutions to maintain a hydrometeorological network
- May travel up to 5% of the time.
- Maintains confidential and sensitive information.
- Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
- Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
- May be required to operate a state or personal vehicle for business purposes.
- Performs other duties as assigned.

**MINIMUM QUALIFICATIONS**
- Graduation from an accredited four-year college or university with major coursework in Meteorology, Atmospheric Science, Hydrology, Scientific Computing, Civil Engineering or related field.
- Seven years of experience relevant to processing, analyzing, and displaying timeseries environmental data.
- Experience conducting and leading efforts to create hydrometeorological or environmental data products.
- Experience in relational database design and maintenance.
- Experience in the use of computer programming/scripting languages, such as Python (SciPy/Numpy, Matplotlib, etc.), R programming, Matlab, and in the use of computational numerical/visualization tools.
- Experience in statistical analysis and experimental design.
- Experience and education may be substituted for one another on a year-for-year basis.

**PREFERRED QUALIFICATIONS**
- Graduate degree, or working towards completion of a graduate degree, from an accredited college or university with major coursework in Meteorology, Atmospheric Science, Hydrology, Scientific Computing, Civil Engineering, or related field.
- Experience with mesonets or similar water resources data collection networks.
- Experience with parallel and high-performance computing.
- Experience with GIS.

**KNOWLEDGE, SKILLS, AND ABILITIES (KSAS)**
- Knowledge of local, state, and federal laws and regulations relevant to the TexMesonet Department.
- Knowledge of the principles and practices of public administration.
- Knowledge of water resources, hydrometeorology, hydrology, meteorology, and atmospheric sciences.
- Knowledge of scientific, statistical, and modeling principles and data analysis techniques
- Knowledge of data quality assurance and quality control of scientific measurement data.
- Knowledge of mesonets or earth observation station networks.
- Skills in the development of environmental data products, especially related to hydrometeorological data.
- Skills in using Microsoft Office programs such as Word, Excel, and Access.
- Skills in scientific data organization, management, analysis, and interpretation, specifically of hydrometeorology data.
- Skills in programming/scripting languages, such as Python, R programming, and Matlab, or similar, for developing and modifying software and scripts for developing and maintaining automated processes and conducting analyses.
- Skills in writing SQL queries and in developing and maintaining SQL databases.
- Skills in using numerical/visualization tools and working with large datasets.
