Founded in 1999, Progressive Community Health Centers is an independent non-profit organization that operates four clinic locations in Milwaukee, Wisconsin. More than 100 employees support our agency's mission to improve the health and quality of life of the community by providing culturally competent services that address identified needs. We provide high quality, comprehensive care to roughly 16,000 patients annually, a majority of who are low-income. No one is ever turned away from our clinics based on insurance status or ability to pay. We value a patient-centered philosophy and provide range of services that include family medicine, internal medicine, women's health, urgent care, dental, radiology and integrated behavioral health. We also offer supportive services such as case management, health education and benefits enrollment.

**Job Summary**

The Director of Human Resources guides, manages, and improves overall Human Resources services, policies, and programs for the organization. This focus is on broad generalist duties including recruitment and staffing, onboarding, safety, performance management, payroll, regulatory compliance, benefits administration, and employee and community relations. Develops long and short-range HR strategic plans, and workforce development strategies.

**ESSENTIAL FUNCTIONS AND DUTIES**
- Employee Relations
- facilitate problem-solving meetings with employees and managers. Oversees terminations to ensure the organization is protected, preparing the defense for unemployment, Equal Employment, and Affirmative Action claims.
- Compliance
- guide management decisions to assure compliance with federal, state, and regulatory agencies.
- Training
- facilitates and trains managers and informal leaders in management tools and practices that reflect the organizational values of service, empowerment, quality, and compassion.
- Performance Management - ensure employees are receiving regular feedback on their performance and plans are in place for development. Work with leaders to reward high performers and move low performers out of the organization.
- Recruitment - design and implement sourcing strategies to attract talented employees "absolute best people" that meet the needs of the organization.
- Retentions: design and implement targeted processes that help assimilate employees into the organization.
- Administers and oversees the administration of human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
- Conduct research, analyze organizational trends, and execute best practices for hiring, talent management, and retention.
- Safety - assist the organization in the execution of safety, worker compensation, and OSHA compliance including preparing worker compensation claims.
- Works with leaders to build a strong, talented flexible workforce that supports and is committed to the organization's Mission.
- Implement and maintain DEI Program, policies, and initiatives.
- Assure and maintain adequate personnel records and reports, following federal and state law.

**EDUCATION AND EXPERIENCE**:
Bachelor's degree in human resource management, Business Administration, or related field required. A minimum of five years experience, preferably with two years in a healthcare environment.
