**Description**:
- The position of Inspector General was established as part of a comprehensive reform of the Civilian Police Review Board (An Ordinance Amending Article V, Division 5, Section 2-196 of the Hartford Municipal Code adopted November 23, 2020). The Inspector General will be a member of the classified service and will have responsibility for leading investigations into citizen complaints against members of the Hartford Police Department and making findings and recommendations to the Civilian Police Review Board (CPRB).
- **Distinguishing Characteristics**
The Inspector General is expected to perform work with considerable independence and sound knowledge of general police policies and practices, and the state of the law related to civil rights and other claims against police officers, and generally have experience and expertise in fields relevant to the charge of the CPRB. Work is often performed under rigorous demands for both thoroughness and speed.
- **Essential Duties and Responsibilities**
The Inspector General conducts, or oversees, independent investigations into citizen complaints referred by the Civilian Police Review Board (CPRB) concurrently with the Hartford Police Department Internal Affairs Division.- The Inspector General must report findings to the CPRB within a forty-five (45) day period from the date of the initiation of the investigation for review and action by the CPRB.
- The Inspector General may be called upon to participate in a review of an investigation in which the conclusions and recommendations of the CPRB differ from the police chief. Should the CPRB choose to appeal the findings of the chief, the Inspector General shall help prepare the appeal to an independent arbiter.
- The Inspector General must provide training and information to community-based agencies regarding the citizen complaint process.
- The Inspector General must work with the membership of the CPRB in making recommendations to the Office of the Mayor and the City Council for revision of specific police department policies and procedures related to the civilian complaint process.
- The Inspector General exercises management and supervisory responsibility for staff and reports directly to the CPRB.
**Knowledge, Skills & Abilities**:
**Knowledge of**:
- General police policies and practices.
- State of the law related to civil rights, and other claims made against police officer.
- Other fields relevant to the charge of the civilian police review board.
- Police accountability and reform initiatives, including Public Act 20-1.
**Skill in**:
- Communicating effectively, both orally and in writing with a variety of people and working collaboratively with others.
- Conducting complex investigations involving high-intensity circumstances and public visibility, including but not limited to, gathering evidence, analyzing data, interviewing witnesses, and drawing conclusions of facts and the law and/or regulations and policies.
- Producing written work product that is clear, appropriately detailed, and free of grammatical and other errors.
- Developing an organizational design
- Hiring and management of staff.

- Work in a pressure filled environment with tight timelines.
- Maintain an impartial approach in reviewing evidence and reaching conclusions.
- Make sound decisions based upon policies, procedures, operational protocols, pertinent laws, and relevant regulations.
**Qualifications**:

A bachelor’s degree and five (5) or more years of experience in law enforcement, legal practice, investigation and/or another similar field.
- Successful completion of a thorough and comprehensive criminal history and background screening investigation.
- Successful completion of an examination of relevant knowledge, skills, and abilities associated with this job class.-
