**Primary Responsibilities**:
- Develop written products for the Director and other directorate leaders
- Collaborate with departments to edit written material to ensure a uniform writing standard for all directorate products and in accordance with the organization’s Correspondence Guidebook
- Produce executive level, well written products, including but are not limited to, keynote speeches, ribbon cutting speeches, talking points for senior level meetings, letters of condolence or appreciation, blogs and larger documents such as the directorate’s Executive Summary Report to Congress.
- Ensure an internal control over all messaging on behalf of the Director to include assisting with TDY trip books, pre-drafted talking points, and communications which the Director signs
- Review, file, and distribute Weekly Activity Reports to the Office of the Secretary of Defense, Policy.
- Perform as primary Notetaker for meetings at various organizational levels, tailoring the content discussed into a product that is meaningful to the audience (e.g., Senior Executive Services level staff, workforce, etc.)
- Serve as support in the role of Staff Action Control Officer by drafting clear and concise tasker language instructions; review and finalize products before submission to senior leaders ensuring product meets the intent, is focused at the appropriate level for the receiving audience and meets all product standards (grammar, spelling, etc.)
- Support / lead as needed, briefing development for team presentations to congressional committee members
- Support the directorate’s knowledge management activities by ensuring key products are filed in a manner that supports logical and easy retrieval by senior leaders
Required Qualifications:

- A bachelor’s degree in journalism, English, literature, communications, political science, or a similar discipline. A master’s degree is preferable.
- 3-5 years of experience writing at the senior executive level; excellent research and analytical skills
- Former experience / strong knowledge and understanding of congressional processes
- Skilled at crafting a compelling message that effectively communicates the speaker's ideas, values, and objectives to the audience
- Strong technical writer: highly proficient at notetaking and editing content ensure clarity, factual accuracy and audience’s level of need to know
- Understanding of the Cooperative Threat Reduction Directorate, its relevant interagency stakeholders, and position within the larger Department of Defense
- Occational travel required
- Security Clearance: Secret

- Confidence and ability to form trusted relationship with senior executives through dialogue and professional disposition
- Ability to assume all responsibilities of a directorate Staff Action Control Officer
- Familiarity with the DoD tasking system, ETMS2
- Strong skills in SharePoint and MS Teams platform

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws.
