Under direct supervision of the Director of Human Resources, responsible for the management, coordination, planning, implementation, and administration of the university s employee relations, and classification systems. ESSENTIAL JOB FUNCTIONS: Employee Relations Manages the employment process to include job advertisements, applicant screening, job offers, offer letters and affirmative action. Manages program for employee and candidate background checks to include policy and procedure and decisions regarding employability for specific jobs based upon results of the checks, ensuring compliance with all applicable laws.Manages new employee orientation including all faculty and staff hires.Performs investigations, prepares documentation and makes recommendations for corrective/disciplinary action in accordance with University policies and EEOC guidelines ensuring consistent application of disciplinary actions.Advises and assists staff and/or faculty regarding human resource policies and procedures, including but not limited to grievance and disciplinary actions.Manages the entire non-faculty performance management program to include form design and training of supervisors.Responsible for the design, modeling, testing, delivery and evaluation of training programs including but not limited to those addressing employee relations, supervisory skills, performance management and development, recognizing and responding to sexual harassment.Performs activities supporting the administration of employee relations programs, including those for professional and management positions.Remains current in employee relations issues and trends via ongoing developmental education Classification Responsible for the review of job descriptions to include pay grade assignments and correct exempt/non-exempt status in accordance with the Fair Labor Standards Act (FLSA).Maintains all relevant Banner validation forms and rule tables to include: job codes and titles; position numbering methodology; IPEDS reporting requirements; Workers Compensation coding; and EEO skill groups.Remains current in classification issues and trends via ongoing developmental education. General Management Participates in the review and development and/or modification of departmental operating procedures and systems, to include automated systems; provides input into the development and modification of departmental operating policies and procedures.Creates a positive work environment that provides clear objectives for staff.Advises employees, supervisors, and managers regarding policy interpretation and ensures proper and consistent application of policies. Provides advice and counsel to managers and supervisors regarding personnel practices, policy, and employment laws.Serves on committees as assigned and/or as the representative of the Director.Provides support as required on special projects and performs other related duties as assigned.Remains current in management issues and trends via ongoing developmental education. KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED: Knowledge of federal and state employment laws and regulations, and public sector employment policies and procedures. Knowledge of contemporary principles of human resource management and public personnel practices.Knowledge of financial/business analysis techniques. Knowledge of Federal and state wage and salary laws and regulations. Knowledge of an administrative software application such as Banner.Excellent customer service skills.Organizing and coordinating skills.Skill with Microsoft Office Suite of products with a special emphasis on Excel and Access.Excellent investigation and interviewing skills. Good reasoning skills.Excellent communication and written skills. Ability to maintain confidentiality of records and information.Ability to communicate effectively both orally and in writing.Ability to build and maintain positive relationships internally and externally SUPERVISORY RESPONSIBILITY:This position does have supervisory responsibility. OTHER DUTIES: Performs other duties as assigned. QUALIFICATIONS:Bachelor's degree in relevant field such as human resource management or business; and Five (5) years experience in personnel management including the areas of employee relations, benefits administration and job classification. Experience in higher education preferred.Experience with an administrative software application, such as Banner and HRIS, such as ADP is highly desirable or an equivalent combination of relevant education and/or experience. Licensing and Certifications: NA WORKING CONDITIONS:Work is normally performed in a typical interior/office work environment.No or very limited physical effort required.No or very limited exposure to physical risk Internal Candidates are Encouraged to Apply
