Our Structure and Bridge Division is seeking an Engineering Program Manager Specialist Supervisor to join our team. The selected individual will serve as the Assistant Program Manager for the statewide bridge inspection program, with oversight of several key program areas, including:
• Quality Control & Quality Assurance
• Locality and Privately Owned Structures
• Statewide Bridge Inspector Training and Certification
• Consultant Contractor Coordination
• Internal Customer Support (VDOT District Inspection Personnel)

Administer the QA/QC plan for the statewide bridge safety inspection program.
• Serve as the authority for review and approval of inspection personnel qualifications statewide.
• Serve as the VDOT liaison with FHWA for activities related to bridge inspection QA/QC.
• Coordinate between VDOT District personnel and consultant contractors to ensure quality and mediate when challenges or conflict arise.
• Develop and administer an enhanced locality & private bridge owner bridge inspection oversight and coordination plan.
• In coordination with the Statewide Bridge Inspection Program Manager, develop and update VDOT policies and guidance related to bridge inspection.
• Identify and coordinate bridge inspection training needs, statewide.
• Develop job-aids, procedural guides, and other resources to support the statewide VDOT bridge inspection program.
• Provide support to VDOT personnel and consultant contracts in response to inquiries related to quality control and policy interpretation.
• Support internal and external stakeholders on matters related to bridge inspection quality control and policy interpretation, as needed.
• Support the Central Office Bridge Inspection Technology and Operations team in software development, implementation, and maintenance operations, as needed.
• Support the Central Office Bridge Inspection Technology and Operations team in responding to internal and external data requests, including annual FHWA data submittals.
• Proactively manage human and fiscal resources by recognizing future needs and taking appropriate actions to address those needs. Provide oversight of the program area within the Division and Districts to ensure compliance with VDOT, state, and federal policies, practices, guidelines and specifications. Review central office and district plans for compliance with established practices and procedures. Provide a written summary of findings and recommendations for division management.
• Provide technical guidance to field offices and monitor adherence to approve standards and practices through field coordination, visitation and consultation. Ensure quality control reviews are completed and recommendations for program performance and improvement are implemented.
• Serve as a technical expert in providing assistance in assigned areas of transportation engineering. Provide instruction and guidance with policies and procedures. Assign and review work of subordinate team members to facilitate office objectives. Monitor staff schedules to ensure adequate assistance is available during peak work hours. Guide and follow-up on assignments and projects to ensure completion. Ensure appropriate liaison and technical support is provided to PPTA and DB projects. Apply sound engineering practices and methods to satisfy customers, reduce complaints and resolve concerns. Provide leadership in technical areas of engineering. Proactively address issues that are identified within program area and raise appropriate issues to Division Management ensuring compliance with VDOT policies and procedures.
• Develop and update policies, procedures and guidelines for statewide implementation and administration. Communicate changes in policies and procedures to staff and ensure consistent application statewide.
• Coordinate the flow of information both orally and in writing to and from others that contributes to project development. Organize and prioritize work effectively, keep multiple projects on schedule within section. Skill in the use of computers and software applications including engineering software and the Microsoft Office Suite.
• Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and prepare reports.
• Experience at the managerial level in leadership of professional engineering staff, productivity and performance management, and oversight of assigned program area.
• Experience applying engineering practices and when necessary, design for assigned program area.
• Leadership experience to manage an engineering program and team of engineering staff, and to oversee complex engineering projects.
• Degree in Engineering or related field.
• Experience applying supervisory principles and practices to include hiring, discipline, performance management, and employee development.
• Ability to interpret, apply, and provide guidance on policies and procedures related to program areas.

Experience in the design and analysis of technical aspects of bridges and other structures as necessary for assigned program area.
• Experience at the managerial level in leadership of professional engineering staff, productivity and performance management, oversight of the assigned program area.
• Experience managing bridge safety inspection programs or projects
• Extensive experience in a broad range of bridge safety inspection activities
• Proficiency with bridge inspection report development
• Demonstrate successful completion of an FHWA approved Comprehensive Bridge Inspection Training course
• Demonstrate successful completion of an FHWA approved Bridge Inspection Refresher course within the preceding 5 years
• Knowledge of federal regulations pertaining to bridge inspection
• Knowledge of common bridge inspection policies, procedures, and practices, including, but not limited to - AASHTO Manual for Bridge Evaluation (MBE); AASHTO Manual for Bridge Element Inspection; Proficiency in technical writing and review
