DutiesAs a Supervisory Management and Program Analyst, you will:Coordinates a national effort to ensure that the U.S. energy sector can respond to and restore from emergencies resulting from natural hazards, cyber-attacks, physical attacks, and other threats facing energy infrastructure.Responsible for responding to network cybersecurity incidents and leading Cyber Defense Incident responders.Collaborates with higher-level management in the formulation of overall goals, objectives, and budgets for the program, and executes approved budgets.Represents Department of Energy in panels, meetings, conferences, workshops, and supports CESER equities in engagements with other external, Departmental, and interagency working groups.Supervises a team of highly technical and complex administrative analysts in accordance with Federal regulations and DOE directives.Requirements Conditions of EmploymentYou must be a United States Citizen.This employer participates in the e-Verify program.If you are a male applicant born after December 31, 1959, you must certify that you have registered with the Selective Service System or are exempt from having to do so under the Selective Service Law. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.New supervisors are required to complete 80 hours of supervisory training of which 40 hours must be completed during your first year as a supervisor. QualificationsSPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:Participate in emergency preparedness activities (response planning, training, exercises) in order to identify regional needs, risks, capabilities, gaps, and energy security concerns. Analyze and project long and short-range changes in workloads, budget and staffing levels, support system requirements, training needs and similar factors affecting future organization operations and management.Experience in developing performance standards for a team and assigns work; evaluates work performance, and gives advice, counsel, and/or instruction to employees on both work and administrative matters (e.g., professional development plans, goal setting, training needs).
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
