The Department of Planning and Building is seeking a Division Manager to lead the Countys Current Planning Team. The Current Planning Division Manager oversees the planning geographical teams (North, South, Coastal) and the planning permit center staff to guide the land use permitting process for the unincorporated urban, rural, and agricultural areas of San Luis Obispo County.

This recruitment may be used to fill future permanent, substitute, limited term, and temporary positions, both full-time and part-time throughout the County.

The ideal candidate is an experienced leader with knowledge of planning and zoning law, environmental review, and the ability to lead staff working on complex projects; is enthusiastic about training and coaching junior staff; has excellent written and verbal communication skills; and has experience with budgeting and resource allocation.

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES Technical Knowledge/Experience: Knowledge and experience in technical aspects of specialty fields, including local codes, ordinances, state and federal legislative regulations, safety precautions, and mandatory regulatory filing requirements.

Ability to interpret, apply, explain, and assure compliance with applicable laws, codes, ordinances, regulations, policies and procedures.

Proven experience planning and preparing protocols and guidelines to meet local, state and/or federal legislation affecting division.

Ensure fiscal integrity, accuracy of program expenditures and budget development.

Leadership/Supervision: Use tact and motivational techniques to maximize staff performance, assess training needs and improve efficiency.

Encourage and facilitate staff cooperation and fostering commitment and team spirit to achieve program goals.

Provide fair, unbiased, and effective leadership for a broad variety of personnel issues.

Supervise and evaluate the performance of assigned personnel.

Clearly communicate expectations to staff, implementing policies and procedures consistently, delegating appropriately, and using accountability measures fairly.

Communication Skills: Effectively communicate both orally and in writing to accurately and appropriately convey complex information to different audiences.

Present information to stakeholders and public forum clearly and effectively.

Utilize effective communication skills for team building, facilitating solutions, and resolving conflict.

Demonstrate diplomacy in dealing with a variety of stakeholder groups.

Organizational and Analytical Skills: Anticipate and identify potential program problems and proactively generate alternative solutions.

Produce quality work within tight deadlines.

Ensure timely completion and maintenance of a variety of filings, reports, records, and files of assigned activities.

Analyze situations accurately and adopt an effective course of action.

Minimum Qualifications A combination of education, training, and experience resulting in the required knowledge, skills, and abilities. An example of qualifying education and experience includes:

Graduation from an accredited four-year college or university with a bachelor's degree in urban and regional planning, architecture, landscape architecture, geography, natural resources management, environmental, physical or life science, or a closely-related field. (Job-related experience may substitute for the required education on a year-for-year basis.)

In addition, five years of experience in urban and regional planning or environmental review and analysis, two years of which were in a supervisory position. (A master's degree or bachelor's degree in two fields such as life science and planning is desirable and may substitute for one year of non-supervisory professional experience.)

LICENSES AND CERTIFICATES Certain positions within this classification may require driving. When driving is an essential function of the position, a valid CALIFORNIA driver license will be required at the time of appointment and must be maintained throughout employment.
