Expert Software Architect (Cloud Database) – NYS Department of Health Employment type: Full‑time Location: Albany, NY Job overview: Voyatek delivers outcome‑driven technology solutions to public sector agencies and higher education institutions nationwide. In this role you will support NYS Department of Health initiatives, focusing on data integration, software maintenance, and cloud‑based database architecture to improve population well‑being and operational efficiency. Key Responsibilities: Support current data integration between providers with OHIP data systems including the Medicaid Data Warehouse, eMedNY and NYSoH via Health Commerce System. Provide support for providers to use Medicaid data management and analytics tools on the Health Commerce System. Collaborate with OHIP staff and vendors to identify and document HCS needs and prioritize subsequent implementation. Provide production support for Java applications in a Linux environment running on Oracle WebLogic servers. Develop and support shell scripts used for file transfers, system monitoring, and other operational tasks. Design and implement content management systems. Modernize platform architecture to support department applications. Perform application development tasks: research, document technical designs, program solutions, write and execute unit test plans, resolve defects, provide customer technical support, and collaborate closely with the project team. Review business requirements documentation with the technical manager to ensure clarity in technical design implementation. Implement systems and program designs to meet highly complex business needs. Create appropriate documentation, including program code and technical documentation, for work assignments. Assist the technical manager in estimating time for assigned tasks. Qualifications: 84+ months of experience leading large teams or possessing extensive industry expertise. 84 months of experience in database/schema architecture, SQL coding, testing, maintenance, and debugging. 84 months of experience architecting secure databases using security APIs, transport and message layer security, encryption/decryption algorithms, PL/SQL, normalization, and database optimization. 48 months of experience in application deployment and monitoring systems, including database monitoring tools. 48 months of database application experience with triggers, indexes, and stored procedures. 48 months of experience in cloud environments, including AWS or GCP, and knowledge of cloud/hybrid infrastructure. 48 months of experience creating cloud‑native database designs, including containerization, API‑first, serverless, and microservices architecture.
