Job Description:

The Information Security and Privacy (IS&P) unit requires a contractor to assist with the creation, delivery, and tracking of annual security and privacy training.
The individual will also support role-based training programs and communication campaigns.

Background:

IS&P seeks the services of a Contractor to work alongside existing analysts in support of the security and privacy training program. The Contractor shall perform activities such as:Creating, delivering, and tracking security and privacy training in alignment with NIST standards and Board policies.
Performing periodic reviews and revisions of learning materials and courses.
Developing metrics, reports, and other tools to measure program effectiveness. Preparing security and privacy awareness communications.



Requirements:

The candidate shall possess the knowledge and skills set forth in the Specialized Cybersecurity and Privacy Support Services BOA, Section H.3.h. for Security and Privacy Training Junior, with the following set of specific knowledge:
Experience designing and developing information security and privacy training programs.
Experience creating security and privacy training materials, to include presentations, elearning modules, and hands-on exercises that engage learners and reinforce key security concepts.
An understanding of Articulate 360 training software is highly preferred.
Experience tracking and reporting on training and awareness program performance, including calculating metrics to measure the effectiveness of security and privacy training.
Experience communicating complex regulatory and compliance information in a clear and concise manner.
An understanding of NIST's Risk Management Framework, Cybersecurity Framework, and Privacy Framework is highly preferred.

Responsibilities:

The candidate shall provide support for the Board's security and privacy training program that includes, but is not limited to, the following tasks:
Identify training requirements. Develop and conduct learning needs assessments in support of defining those requirements.
Develop security and privacy training content, to include materials for instructor-led classroom courses as well as self-paced, interactive learning exercises for individuals.
Assist with administering and delivering training in various formats (online, in person, webinars, awareness distribution materials, etc.).
Assist with tracking training completions. Follow up with teams and individuals that have not completed tasks per communicated deadlines.
Assist with developing a process to measure training program performance, to include developing metrics that measure the effectiveness of instruction and training.
Create reports on training program effectiveness that are customized for various audiences. Tailor those reports to the level of information that each audience should be permitted to view.
Perform periodic reviews and revisions of learning materials and courses, to ensure their accuracy and currency.
Draft communications in support of training-and general awareness-activities, to include articles for the Board intranet, web content, email communications, and other publications needed to support the training program.
