This skilled-trades and supervisory position assists the Foremen in duties such as job instructions and crew assignments for construction and maintenance work on highway projects and associated structures, cutting and trimming trees and brush along County roadways, and performance of various maintenance and construction tasks. An Assistant Foreman may be assigned a specific type of work crew (e.g., highway crew, bridge crew, brush crew, etc.). In the Foreman's absence, this position makes decisions about various projects and maintains a safe work environment at the jobsite. Supervision is given to assigned Highway crew. Supervision is received from the Foreman, Maintenance Section Supervisors and Superintendent.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES
  • Plan, organize, assign, and supervise the construction and maintenance of highway projects
  • Direct, supervise, and evaluate the work performance of assigned crew members
  • Inspect job sites before start of construction to address safety issues and determine materials needed; order materials
  • Establish and maintain safe work zones; correct safety issues; enforce appropriate safety rules and accident prevention procedures
  • Obtain all necessary permits for pipe installations, gabion projects, and imbricated riprap jobs
  • Promptly respond to citizen inquiries and complaints regarding highway work (in person, by telephone, by e-mail)
  • Prepare and maintain manual and computerized reports and forms (e.g., timesheets, spreadsheets, cartegraph, etc.)
  • Respond to off-hour calls from the Emergency Communications Center; notify crew members to respond to off-hours calls, as needed
  • Make independent daily decisions regarding assigned job or project, employee issues and time management; discuss projects and agendas; recommend ideas/solutions for jobs and projects as needed
  • Oversee specific areas of the district to ensure proper snow removal
  • Receive and follow directions from Foreman on miscellaneous tasks required throughout the shift
  • Receive and follow direction from others in management positions, including logistics managers, project managers, etc.
  • Perform road construction and maintenance work (e.g., tree trimming and removal, mowing, stump removal, safety spot improvements, etc.)
  • Supervise private contractors working on roadway projects
  • Communicate with local and state highway administration for detour plans and/or new sign installation
  • Train new employees in all phases of crew-related issues; handle personnel issues within the crew
  • Correct safety issues; enforce appropriate safety rules and accident prevention procedures
  • Maintain current list of roadways requiring upgrade or repair
  • Contact Miss Utility to locate underground utilities prior to excavation
  • Install signage to comply with latest edition of the Manual of Uniform Traffic Control Devices
  • Operate various pieces of equipment required for Highway Technician position; perform bridge construction work; perform road construction and maintenance work (e.g., patch roads, pull and clean shoulder areas, grade and surface dirt roads, clean drains, etc.)
  • Perform basic maintenance, minor repairs, and adjustments to equipment and vehicles
  • Re-stock work vehicles or storage areas
  • Perform pre-trip and post-trip vehicle and equipment inspections
  • In the absence of a Foreman, assume duties of that position
  • Perform other related duties as assigned

QUALIFICATIONS AND REQUIREMENTS

  • High school graduation or equivalent
  • Minimum 5 years work experience in road construction or road maintenance
  • Minimum 2 years related experiencesupervising or directing thework of others
  • Possession of a valid Maryland Commercial Class B driver's license with air brake endorsement (or another State's equivalent license)
  • Possession of a current Erosion and Sediment Control Certification issued by Maryland State Department of the Environment or ability to obtain this certification at the first scheduled class after hire
  • Possession of Maryland State Flagging certification issued through ATSSA and issued from the Office of Highway Operations, or the ability to obtain this certification at the first scheduled class after hire
  • Possession of Forklift certification, or the ability to become certified at the first scheduled class after hire
  • Possession of current certifications in CPR and First Aid, or the ability to become certified at the first scheduled class after hire
KNOWLEDGE / SKILLS / ABILITIES:
  • Ability to maintain County Authorized Driver privileges
  • Ability to successfully complete continuing education courses regarding safety, new equipment, regulations, etc.
  • Considerable knowledge of traffic and safety hazards related to this type of work and appropriate safety precautions
  • Considerable knowledge of State and local laws and regulations relating to highway and bridge construction and maintenance
  • Comprehensive knowledge of all duties of the positions supervised, with ability to effectively train, supervise, and direct the work of others
  • Ability to accurately read and interpret construction plans and specifications
  • Ability to effectively prepare and maintain detailed manual and computerized records (including word processing and spreadsheets)
  • Effective written and spoken (English) communication skills
  • Ability to develop and maintain effective working relationships with co-workers and the general public
  • Considerable knowledge of tools, materials, and equipment used in highway and bridge construction or in tree trimming and brush cutting

  • Possession of a current Roadside Tree Care Expert license issued by Maryland State Forest, Park and Wildlife Service
  • Possession of a valid Maryland Commercial Class A driver's license with air brake and tanker endorsement

PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
  • While working in this position, the employee is constantly walking, climbing, stooping, kneeling andcrouching; frequently lifting up to 20 pounds, lifting between 20-50 pounds, reaching, making repetitive motions and driving; occasionallycrawling, lifting over 50 pounds, pushing and pulling up to and/or over 40 pounds
