Job Summary

Performs management, technical, and specialized work functions associated with day-to-day operations of assigned sections of the County's Domestic Animal Services (DAS) Division; supervises staff and oversees shelter, field, behavioral/enrichment, or program operations. Manages the human and financial resources of the assigned section to meet prescribed goals and objectives.

Essential Functions

* • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
* Monitor workflow; develops and implements policies and procedures; reviews and evaluates work products, methods and procedures.
* Monitors the humane treatment of animals at all times, including ensuring staff uses proper animal handling techniques and euthanasia is performed according to state and local law and Division policies and procedures.
* Communicates with Division/Department leadership, County officials, employees other Divisions, vendors, customer, the public, other municipalities, state/federal agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or give/receive advice/direction.
* Manages the budget for assigned section; develops and implements procedural changes to increase efficiency and effectiveness of all associated divisional processes.
* Oversees assigned staff to ensure all financial transactions are accurate and processed in a timely manner; ensures all transactions are in compliance with financial guidelines relative to the BCC-approved fee policy, the Clerk of Court's financial office, and all other division-directed policies.
* Completes and places orders for assigned area of operation, in a timely manner and in compliance with Procurement Services, contract, and OMB requirements to ensure adequate inventory is maintained for the daily operations of the shelter; responsible for completing formal solicitation documents including required worksheets, bid tabulations, and scope of services as well as coordinating with Procurement to ensure obtainment of contracts, amendments, etc. as needed.
* Obtains quotes for items or services within their operational areas and conducts procurement-related tasks; reviews and approves invoices and documentation to ensure that items have been received and/or services provided prior to authorizing approval of invoices; responsible for ensuring compliance of P-Card usage as assigned, as well as any staff under their supervision.
* Responsible for writing executive summaries for Board approval, as needed, for programs, operations, special community events, fee resolutions, etc. for their assigned areas.
* Performs administrative tasks such as compiling payroll information, ordering and maintaining related supplies, making miscellaneous purchases and running a variety of errands as required; responsible for providing, reviewing, and ensuring the accuracy of records provided for public records requests for their respective areas, as well as the disposal process of public records for their respective area.
* Sedates aggressive animals for euthanasia; performs and/or assists with euthanasia of animals as necessary and in accordance with County policy and state law.
* Processes and maintains identification files and other required paperwork on all animals housed in the center as it pertains to assigned section; closes out complaints when resolved.
* Manages the shelter operations and customer service sections of the DAS Division, to include all animal care and disposition, facility maintenance, customer service, and accounts receivable functions.

Manages the intake process for sheltered and impounded animals to include proper identification of color, sex, and breed, obtaining as much pertinent information as possible from the intake source, and that each animal is scanned for identification tags and microchips; oversees placement of identification band on animal and cage card on cage; houses animals in proper area of kennel.

Oversees the Division's animal licensing program, including assuring proper inventory of licenses, reconciliation of revenue and licenses sold by outside vendors, and developing new process to smooth program administration and improve pet owner compliance.

* Oversees proper animal care, including daily sanitation and provision of an environment, housing grooming, food, and water appropriate to each species.
* Ensures that the health condition of each animal is monitored, that each animal is observed and examined for signs of illness or injury and necessary care is provided for sick and injured animals pursuant to division policies and procedures.
* Monitors the humane treatment of shelter animals, at all times, including ensuring staff uses proper animal handling techniques and euthanasia is performed according to state and local law and Division policies and procedures.
* Recommends and implements programs to provide appropriate stimulus and enrichment to animals within the limitations of the shelter environment.

Works with the DAS Behavioral Manager on the evaluations of animals' health, behaviors, characteristics and interactions with human and other animals to determine appropriate disposition.

* Promotes positive outcomes for shelter animals by focusing assigned staff on making lost and found matches and encouraging compatible adoptions.
* Supervises, performs and/or assist with euthanasia selection and administration.
* Ensures maintenance of a complete, proper, and accurate physical and electronic inventory of identification files and other required paperwork for all animals housed at the shelter, at all times.
* Performs as point of contact with the Collier County Sheriff's Office's onsite representative in the day-to-day operations of the Inmate Labor Program.
* Monitors shelter safety and security to include determining appropriate levels of access for staff, volunteers, and members of the public; ensures visitors to restricted areas are escorted by assigned staff; assists with looking for and reclaiming lost pets from the animal services center; accompanies owners visiting quarantined pets; monitors quarantined animals as required; ensures precautions are taken to prevent animals from being a threat to one another, staff or the public.
* Works with DAS leadership to establish and maintain a preventative maintenance schedule for the facility and associated equipment; coordinates facility upgrades and maintenance with the Facilities Management Division.
* Ensures that an accurate recording and accounting of sodium pentobarbital use is maintained according to federal and state statutes and Division policies and procedures.
* Manages kennel and livestock areas and ensures the proper care, feeding and grooming of domestic and exotic animals that are received into the shelter facilities and ground; ensures the humane treatment of shelter animals at all times, including during euthanasia; prepares and/or receives a variety of forms, reviews, completes, processes, approves, forwards, maintains and/or takes other action as appropriate; prepares and maintains files and records.

Minimum Qualifications

* High school diploma or GED required; Bachelor's degree preferred.
* Three (3) years of related experience.
* Fingerprinting required.

LICENSES/CERTIFICATES

* Must obtain and maintain state certifications in Euthanasia and successfully complete training in Animal Control and Cruelty Investigations within one (1) year from date of hire.
* May be required to attain and maintain other certifications as related to this position.
* Must possess and maintain a valid Florida Driver's License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.

* Salary offers above the minimum pay grade may be considered based on qualifications.
* Essential Employees may be required to work during an undeclared or declared emergency. The County's Administrative Office will determine who will be required to work on an incident-by-incident basis.
