About the Family & Social Services Administration:

The Office of Medicaid Policy and Planning (OMPP) is a division within the Family and Social Services Administration, which receives around 18 percent of the state's budget to ensure vital health care coverage to approximately 1 in 4 Hoosiers. OMPP strives to build programs and processes that enable Hoosiers to live in fully engaged communities and reach their greatest emotional, mental, and physical well-being. Role Overview: The Director of Medicaid Finance is responsible for stewarding the financial resources of the state's largest health insurance program. This executive leader supports OMPP's ability to achieve its strategic goals by working collaboratively with other Medicaid departments and agency divisions to provide effective fiscal management for the Medicaid program.

The Director of Medicaid Finance oversees Acute Care and Long Term Care Reimbursement teams, as well as the coding and third party liability analysts. The Reimbursement team also has responsibility for implementation of Medicaid supplemental payment programs in support of OMPP strategic objectives including promoting Medicaid program sustainability, advancing health outcomes and improving efficiency.

Salary: This position traditionally starts at an annual salary of $93,002.00. Salary for this position may be commensurate with education and job experience.

A Day in the Life:

The essential functions of this role are as follows:

* Oversee Medicaid program financial operations and to ensure reimbursement quality, accuracy and timeliness within Indiana Medicaid, leading a team to service excellence.
* Provide leadership, day-to-day supervision and development opportunities to team members of the Reimbursement Department.
* Monitor and manage work of the State's rate setting and audit vendors to assure that the vendor's work is aligned with agency goals and strategic objectives. Ensure that the vendor's work is timely, accurate and completed in accordance with contractual requirements.
* Coordinate rate setting efforts that require participation of the State's rate setting vendor, the State's actuarial services vendor, managed care entities (MCEs), providers, regulators and other stakeholders.
* Serve as a key subject matter expert in reimbursement related efforts including participating in the established framework for the planning and prioritization of rate updates, reviewing proposed State legislation and participating in OMPP project teams.
* Collaborate with providers and stakeholders to build support for integrated reimbursement policy and operations.
* Serve as a reimbursement strategy subject-matter expert in health care delivery, policy development and program operations.
* Draft and review Indiana State Plans and Amendments and Indiana Administrative Code rule changes to ensure compliance with Indiana and Federal laws to achieve reimbursement goals.
* Develop reimbursement reporting requirements for all Medicaid programs, including managed care and analyze and evaluate the reporting to determine results.
* Responsible for understanding the landscape of health care delivery for vulnerable populations and utilizing this knowledge in developing partnerships to ensure high-level of quality and equity in Medicaid programs.
* Partner with other Medicaid departments and teams to communicate reimbursement practices and establish the State of Indiana as a leader of program and practice among other State Medicaid agencies.
* Represent the agency and Division to external organizations, including but not limited to, providers, provider associations, advisory committees, MCEs, legislators, lobbyists and members in a manner that maintains the integrity and enhances the reputation of Indiana Health Coverage Programs.
* Provide expertise to assist with policy development and implementation, ensuring proper review and incorporation of State and Federal law.

What You'll Need for Success:

You must meet the following requirements to be considered for employment:

* Bachelor degree in Accounting, Finance, Health Administration, Math, Statistics, or similar plus at least two years' experience in a related field(s). Master's degree preferred.
* Experience with a legal background is preferred.
* Knowledge of federal and state public healthcare programs and policies, healthcare purchasing, the health insurance industry, and national public health care issues preferred.
* Familiarity with Medicaid delivery systems, underlying programs, and Indiana Health Coverage Programs (IHCP).
* Extensive knowledge of agency and/or organizational program(s) and business practices.
* Extensive knowledge of State programs and resources, public policy, and program evaluation.
* Ability to develop and/or measure program outcomes.
* Ability to create and maintain strong working relationships with key public and private government and business leaders.
* Ability to identify problems, determine accuracy and relevance of information, and use sound judgment to generate and evaluate alternatives and to make recommendations.
* Ability to work with internal and external customers to assess needs, provide assistance, resolve problems, and satisfy expectations.
* Outstanding interpersonal skills with the ability to build relationships, establish credibility, and influence leaders at all levels.
* Make sound, well-informed, and objective decisions. perceives the impact and implications of decisions.
* Ability to identify problems. determine accuracy and relevance of information, and to use sound judgment to generate and evaluate alternatives and to make recommendations.

Supervisory Responsibilities/Direct Reports:

This role may provide direct supervision for one or more staff members.
