The Water Quality Division supports the water and wastewater treatment facilities by managing numerous water quality programs designed to protect the quality of our water and ensure compliance with strict regulatory standards. We have a NELAC certified laboratory and are well known for promoting the advancement of water research by participating in projects that benefit the water industry. Pinellas County Utilities' vision is to be the standard for public service in America.

Currently we are seeking a Utilities Compliance Manager (Water/Wastewater). The ideal candidate must be a highly motivated self-starter who will maintain the environmental compliance program to ensure the department meets its regulatory reporting and compliance responsibilities. This position also serves as the regulatory liaison for the Utilities Department, responsible for monitoring and analyzing proposed revisions to Local, State, and Federal regulations and legislation to determine impacts on the department and ensure departmental compliance with these requirements. Including meeting with Federal, State, and local government representatives to promote new regulations or legislation that may affect the utility.

The successful candidate will have demonstrated experience in implementing an environmental compliance program for a water and/or wastewater utility, strong communication and coordination skills, and the ability to establish good working relationships with other managers and executive staff across the department. The position requires an individual with experience working and coordinating with regulatory agencies and knowledge of state and federal regulations impacting water utilities.

What Would You Do?

* Regulatory liaison for Utilities water and wastewater facilities regarding federal and state rulemaking, House and Senate legislation via FWEA UC and the FSAWWA WUC, Tampa Bay Estuary Program TAC and Nitrogen Management Consortium, DEP, and EPA. This will include participating in conference calls, attending all associated meetings, and presenting recommendations.
* Oversees compliance with permit and regulation requirements and corrective and enforcement actions related to monitoring, sampling, and operations for the water and wastewater systems/facilities utilizing an approved tracking mechanism such as ACCELA, Hach WIMS, or similar software.
* Oversees complex water quality programs to ensure timely completeness and accuracy of data, reports, and any associated documentation to meet the requirements of all applicable permits and regulations.
* Maintain an internal auditing program to ensure compliance procedures are being followed. This includes performing water and wastewater facilities field audits.
* Maintain extensive knowledge of permits, regulations, ordinances, laws, and statutes related to the Clean Water Act (CWA) and Safe Drinking Water Act (SDWA).
* Provide technical and regulatory support for operations and environmental projects in the pre-project permitting and post-approval implementation stages.
* Create, assist, or coordinate the preparation of technical documents and provide a review of technical documents that support regulatory and legislative submissions.
* Maintain records of compliance activities, including any complaints or investigations. Provide reports and recommendations to the senior executive team, highlighting any areas of potential risk to Pinellas County Utilities.
* Analyze and track new changes to the environmental industry applicable to operations and ensure new regulations are incorporated into procedures.
* Provide regulatory guidance to treatment facility management and other relevant departments.
* Maintain database information related to permit planning, submission, and tracking, including permit compliance conditions. Provide support services to track and coordinate deadlines, meetings, and on-site meetings related to the permitting process. Coordinate and follow up on permitting between project managers, clients, and regulatory agencies.
* Negotiate with government agencies about environmental permitting and other compliance issues.
* Develop relationships with regulators and key stakeholders while balancing the needs of Pinellas County Utilities.
* Build strong collaborative working relationships with utility operations leadership.
* Attend public meetings as appropriate.

What Do You Need To Have?

* 8 years of technical and professional level experience in public utility operations, compliance, planning, regulatory and legislative processes that includes 1 year of lead worker or supervisory training; or
* Associate's degree in engineering, environmental science, information technology, economics, health science, math, chemistry, physics, or subject directly related to the specialized assignments and 6 years' experience as described above; or
* Bachelor's degree in engineering, environmental science, information technology, economics, health science, math, chemistry, physics, or subject directly related to the specialized assignments and 4 years' experience as described above; or
* Master's degree and 2 years' experience as described above; or
* An equivalent combination of education, training, and/or experience.

Additional Requirements

* Possession and maintenance of a valid Florida Driver's License.
* Previous experience with Environmental Management System (EMS), ISO 14001 or similar program.
* In depth experience utilizing MS Microsoft Suite (Access, Word, Excel, Visio and PowerPoint); ArcGIS; Adobe Acrobat Pro; Accela, Hach WIMS or similar permit tracking software.

Desirable

* Established professional relationships with regulatory agencies, utility councils, or technical advisory committees/consortiums' related to the utilities industry.
* In depth experience conducting operational and environmental regulatory audits.
* Master's or PhD. in engineering, biological sciences, public health sciences, math, chemistry, or physics is preferred.

Knowledge, Skills Abilities

* · Knowledge of federal, state, and local regulations and permitting requirements applicable to the water and wastewater industry.
* · Knowledge of regulatory rulemaking and legislative processes.
* · Knowledge of wastewater treatment processes, including the collection and transmission system.
* · Knowledge of water treatment processes, including the distribution system.
* · Knowledge of an environmental management system or similar program.
* · Ability to perform complex program management, including strong attention to detail.
* · Ability to manage and organize complex projects in multiple disciplines.
* · Skilled in professional and technical communication, both verbal and written.
* · Proficient in public speaking; ability to interact effectively with all staff, management, and executive leaders.
* · Ability to understand the implications and complexities of different regulations by applying analytical skills.
* · Ability to read, analyze, and interpret scientific and technical journals, financial reports, and legal documents.
* · Ability to work independently and maintain effective working relationships within a team environment.
* · Ability to interpret and communicate environmental regulations into easily understood concepts and practices
* · Ability to work independently with minimal supervision or instruction and to be proactive.
* · Ability to apply computer applications and software.
