BASIC FUNCTION
To perform responsible professional work in the planning, development, operation, and delivery of programs as assigned by division. Carry a partial caseload, providing comprehensive child development services for infants and toddlers in partnership with their parents/guardians in the family home. STATEMENT OF ESSENTIAL JOB DUTIES
* Coordinates the planning, operation, and evaluation of the assigned program. Monitors compliance with program policies and procedures and standards.
* Develops and maintains effective working relationships with social service system officials, community agency staff, and other county employees and the public.
* Identifies statistical needs, develops, and implements data reporting tools; prepares accurate and timely reports as needed.
* Assists the assigned program Supervisor by reviewing samples of case records for accurate content, response times, service plan implementation specific to their identified area of expertise (Education, Family Partnerships, Data Management, and Health and Disabilities), participates in case staffing meetings as requested, and provide individual case consultations and formal training sessions on area of expertise.
* Assists the assigned program Supervisor in the development of program policies and procedures; implements changes in work priorities; procedures and methods.
* Serves as the Infant Toddler Specialist for a client caseload, in accordance with all requirements of EHS-Infant Toddler Specialist job specification.
* Develop positive relationships with infants and toddlers and their parents that promote parent-child bonding and nurturing parent-child relationships.
* Visit parents once a week to support the parent as the child's primary teacher and provide support to enhancing the home learning environment.
* Partner with the parent in planning home visits to meet the needs and interests of the parent and child.
* Use program curriculum to support the use of the child's routines and interests to guide activities.
* Ensure the curriculum and activities meet the physical, social/emotional, health, nutritional safety needs and intellectual needs of the children.
STATEMENT OF OTHER JOB DUTIES
* Serves as backup for Infant Toddler Specialists as necessary
* Performs related duties as assigned.
A bachelor's degree in early childhood education (ECE) or related field and coursework equivalent to a B.A. degree in ECE; PLUS, a minimum of three (3) years of paid on-the-job early childhood education experience (home-visiting experience preferred) and specialized training and expertise in one of the following areas: Education, Family Partnerships, Data Management, and Health and Disabilities.SPECIAL REQUIREMENTS
* Proof of physical exam, including a TB skin test. For those who have tested positive, a statement from a doctor or a chest x-ray must be provided;
* Proof of CPR and Pediatric First Aid certification is required or obtained within 60 days of hire;
* Obtain a Food Handler's permit within 60 days of hiring;
* Completion of the Criminal History Background Check, agency criminal history declaration form, and fingerprinting;
* Access to a personal vehicle with insurance coverage
* Must have a valid Washington State Driver's License, unrestricted except as to vision; Ability to lift up to 40 pounds.
KNOWLEDGE AND ABILITIES

* maintain detailed records and prepare clear, concise written reports
* exercise initiative and judgment to make decisions within the scope of assigned authority
* utilize computer technology for management of program data
* read, interpret and apply Head Start Performance Standards and policies and procedures

* plan and manage time effectively and coordinate activities, services, and schedules to ensure smooth and efficient operation of work

SUPERVISION
Employees report to the assigned program Supervisor. Work is performed with considerable independence and is reviewed for quality, adequacy of professional judgment and compliance with established goals and policies through conferences, case record narratives, reports and appraisal of results obtained.
WORKING CONDITIONS
The work is performed in a variety of settings including client homes and the usual office environment. Employees are required to travel to clients' place of residence. The employee is required to work evenings and weekends as necessary.
