Department Overview
The Ethics, Risk and Compliance Department (ERC) provides integrated enterprise infrastructure, governance, guidance, oversight, and legal advice and counsel to help PG&E effectively manage enterprise and operational risks and conduct business with high ethical standards in compliance with applicable laws, regulations, procedures, and commitments.
ERC collaborates cross-functionally to provide governance, legal and technical analysis, as well as independent assessments related to risk and compliance for all functional areas within PG&E. This collaboration results in a broader awareness of risk, novel approaches to risk mitigation and controls, and improved compliance performance, to support a speak-up culture and accountability that are essential for future success. In addition, ERC ensures company strategy aligns with risk management best practices and is executed in accordance with the evolving regulatory landscape.
To ensure PG&E is meeting our compliance, risk, safety, and legal commitments, the department manages relationships and coordinates with key stakeholders and regulators and collaborates with cross-functional internal teams to promote insight and continuous improvement.

Position Summary
The Director, Government Contracts, Loans & Grants Administration leads a team responsible for developing and providing strategic direction and leadership for enterprise policies to ensure compliance with contract requirements. This includes developing strong partnerships with other organizations with appropriate procedures, processes and tracking methods for operational and compliance government contracting activities. Oversees the reporting and governance process and provides insights to confirm the company is meeting all commitments and reducing risks related to government contracts.
Reporting Relationship
The Director is a newly created role that reports to the Chief Risk Officer and Senior Vice President of Ethics and Compliance; and will build and lead a team to administer Government Contracts as it relates to the Department of Energy's Loans and Grants.
This position is a hybrid role, working from your remote office and your assigned work location based on business need. The assigned work location will be within the PG&E Service Territory.
Job Responsibilities
- Develop and implement a multi-year program and organizational strategy to ensure government award agreements, including contracts, grants, loans, and other funding agreements, are effectively managed and in compliance with all associated requirements.
- Lead a robust cross-functional program to manage the end-to-end lifecycle of government award agreements
- Develop comprehensive reporting capabilities for internal and external compliance, including standardized deployment of effective processes, guidance, tools and systems.
- Shape and improve government contract compliance governance and performance by providing key insights to decision makers.
- Leverage second and third lines of defense, including internal audit, enterprise compliance, and enterprise risk programs to implement risk-informed enterprise monitoring, detection, prevention and response efforts related to government contracting.
- Develop and implement government contracting management policies and general operational and compliance tracking.
- Benchmarking best practices within and outside the utility industry.
- Establish and monitor Key Performance Indicators (KPI's) that help monitor the progress of the company's government contracting program and demonstrate a culture aligned with meeting our commitments.
- Help maintain oversight process with appropriate risk controls to ensure the enforcement of applicable policies and procedures.

Background Qualifications
Minimum
- Bachelor's Degree in business administration, finance, or job-related discipline or equivalent experience
- Minimum of 10 years of relevant experience.
Desired
- Experience managing government contracts such as grants and loans
- Certified Compliance & Ethics Professional (CCEP)
- Master's Degree in business administration, finance, or job-related discipline or equivalent experience
- 10 years of successful professional experience with risk management, compliance management, audit, insurance, and/or utility operations management
- Proven track record of successful leadership experience, leading and developing strong teams
Compensation
PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. To that end, we estimate the base salary would be between $175K to $295K; the Short Term Incentive Plan (STIP) target is 20%; and the Long Term Incentive Program (LTIP), dependent on VP level experience that we will discuss further if there is a fit.
Although we estimatethe successful candidate hiredinto this rolewill be placed towards the middle or entry point of the range, the decisionwill be made on a case-by-casebasis related tothese factors.
