PHL Outreach Manager Position Description

Department: PHL Outreach
Reports To: Chief Program Officer (CPO)
Location: Philadelphia, PA
Work Environment: On Site
Hours: 4 AM – 12 PM

Position SummaryThe PHL Outreach Manager will lead SELF's outreach program dedicated to improving the quality of life and well-being of unsheltered individuals at the Philadelphia International Airport (PHL) campus. This position involves collaborating with the Airport’s Operations Unit to locate and assist individuals experiencing homelessness and connect them with appropriate shelter, behavioral health services, and other resources.

The primary goals include:
  • Reducing the presence of unsheltered individuals at PHL
  • Promoting safety for all PHL users
  • Working with community partners to stabilize individuals' housing situations

Key ResponsibilitiesProgram Leadership & Coordination
  • Oversee the outreach team's daily operations, ensuring effective coordination with PHL's Operations Unit to identify and engage with unsheltered individuals on the airport campus.
  • Develop and maintain partnerships with local shelters, behavioral health organizations, and other relevant service providers to connect individuals with appropriate resources.
  • Collaborate with the Philadelphia Continuum of Care (CoC) to align program efforts with established guidelines and protocols.
Direct Outreach & Engagement
  • Lead outreach initiatives to engage and build rapport with unsheltered individuals, assess their needs, and provide appropriate interventions and referrals.
  • Develop and implement strategies to reduce the presence of unsheltered individuals on the PHL campus and facilitate their transition to stable housing.
Data Management & Reporting
  • Track outreach activities and outcomes, maintain accurate records and prepare regular reports on program progress, client engagement, and success metrics.
  • Use data to assess program effectiveness and make recommendations for enhancements and adjustments.
Education & Qualifications
  • A minimum of a high school diploma or bachelor’s degree is preferred.
  • At least three years of experience in homeless services, outreach, or a related field.
  • Proven leadership and team management skills.
  • Must possess a valid driver's license with a clean driving record and pass a criminal background check, maintaining all required clearances.

Knowledge & Skills
  • Strong understanding of issues affecting individuals experiencing homelessness, including housing insecurity, mental health, and substance use disorders.
  • Familiarity with industry best practices and protocols related to homeless services and outreach.
  • Excellent interpersonal, communication, and conflict-resolution skills, with a compassionate approach to working with vulnerable populations.
  • Ability to work effectively with diverse stakeholders, including unsheltered individuals, service providers, and airport staff.
  • Demonstrated ability to manage projects, track outcomes, and adapt strategies based on data and feedback.
