Salary: $47,000 per year



Job Description:

The Workforce Connector Specialist will play a vital role in delivering workforce services to designated community agencies and the local branches of the Free Library of Philadelphia. This position requires a strong understanding of community needs and a passion for connecting job seekers with opportunities.



Scope of Position:



  • Support Community Partnerships: Develop and maintain strong relationships with designated community agencies, including but not limited to Office of Homeless Services, Frankford CDC, and Community College of Philadelphia, and the Philadelphia School District.

  • Provide Career Services: Offer basic career services, WIOA intensive case management services, and job matching services to a targeted caseload of job seekers within the assigned community.

  • Implement Quality Instructional Practices: Design and deliver workshops at partner locations, utilizing evidence-based instructional methods to engage and support job seekers.



Responsibilities:



  • Build Relationships: Develop trust and rapport with job seekers, community partners, and staff to ensure effective collaboration and communication.

  • Assess Needs: Conduct assessments to determine the most appropriate services for each job seeker, including basic services or WIOA intensive services.

  • Offer WIOA Services: Determine eligibility, enrollment, and offering of WIOA intensive services, including vocational training enrollments, On-The-Job Training referrals, and supportive services.

  • Coordinate Referrals: When offering services at a site on a limited basis, coordinate referrals to a center of choice for WIOA registration and services.

  • Maintain Customer Records: Maintain an organized database of all customers, including detailed documentation of all contacts.

  • Encourage Virtual Services: Promote the use of virtual services, such as workshops and PHL Career Portal, to support job seekers.

  • Provide Technical Support: Assist individuals with creating accounts on PA CareerLinks website and/or PHL Career Portal.

  • Implement Educational Workshops: Design and deliver educational workshops that promote quality interaction and learning, including establishing clear expectations and encouraging client accountability.

  • Collaborate with Partners: Work collaboratively with on-site partners for transparency in information and data sharing.

  • Track Data: Responsible for tracking data on every service provided and utilizing the state system of record, CWDS, as well as the team-wide reporting platform.

  • Implement Project Management: Utilize project management skills, tools, and methods to ensure effective delivery of services.

  • Continuously Improve: Demonstrate a fluid approach to work and actively participate in continuous improvement.



Qualifications:



  • Education and Experience: Bachelor's Degree in social work, education, or related area preferred. 1-2 years of experience in providing career development assistance.

  • Communication Skills: Demonstrated telephone, computer, and written communication skills.

  • Professional Behavior: Model positive and professional behavior, demonstrating cultural competence and a commitment to diversity.

  • Flexibility: Ability to maintain flexibility as needs of contract or contractor requirements change.

  • Technical Skills: Knowledge of Microsoft Office applications.

  • Teamwork: Notable experience in a team-oriented environment and ability to interact with a wide range of professionals.

  • Travel: Comfortable with travel and access to reliable transportation.
