Role Overview:
BDR is seeking an experienced Change Management Specialist to lead and manage all change management activities for a complex project involving the deployment of a health data fabric. This project will integrate data across multiple systems and vendors, including cloud environment deployments and advanced data integration development. The ideal candidate will have a deep understanding of change management strategies and the ability to navigate the complexities of large-scale healthcare data projects. This role is remote, with availability required during EST business hours. This position requires US Citizenship with a Secret Clearance or the ability to obtain one.

Responsibilities:
  • Develop and implement comprehensive change management strategies to drive adoption and minimize resistance across all phases of the health data fabric deployment, including multiple vendors and data integration development.
  • Conduct impact analysis, change readiness assessments, and identify key stakeholder groups and change sponsors. Collaborate with these stakeholders to ensure alignment and successful adoption of the new systems and processes.
  • Design, develop, and deliver targeted communication plans to keep all stakeholders informed and engaged throughout the project lifecycle, with a focus on clear and consistent messaging regarding the change initiatives.
  • Design, develop, deliver, and maintain a robust and detailed change management plan from project inception throughout the lifecycle of the project.
  • Design and deliver training programs tailored to the needs of diverse stakeholder groups, ensuring that end users are fully prepared to utilize new data solutions and cloud-based tools.
  • Perform stakeholder, gap, SWOT, and root cause analysis. Develop detailed reports and present findings to senior leadership and other key stakeholders to guide decision-making.
  • Work closely with project managers, scrum masters, and technical teams to integrate change management activities into overall project plans. Ensure that change management considerations are embedded in all aspects of project execution.
  • Establish and monitor feedback mechanisms, such as interviews, surveys, and focus groups, to measure the effectiveness of change management initiatives and adjust strategies as necessary.

Required Minimum Qualifications:
  • BA/BS in Business Administration, Human Resources, Education, Healthcare, or a related field.
  • 7+ years of experience managing change in complex enterprise environments, with a focus on large-scale IT projects.
  • Strong understanding of healthcare data analytics, cloud computing, data integrations, and software development processes.
  • Proven experience working with government and healthcare customers, including executives and frontline staff, particularly within large healthcare organizations or government agencies. Experience with the Defense Health Agency preferred.
  • Exceptional written and oral communication skills, with the ability to craft clear, compelling messages for diverse audiences.
  • Proficiency with Microsoft Office 365, including creating detailed reports in Word, analyzing data in Excel, and developing presentations in PowerPoint.

Desired Skills and Qualifications:
  • Previous experience working with the Defense Health Agency or other government healthcare organizations.
  • Familiarity with electronic healthcare records systems and DHA legacy systems (e.g., GENESIS, AHLTA, CHCS, ESSENTRIS) is a plus.
  • Change management certifications (e.g., Prosci) are highly desirable.
  • Experience with Agile software development methodologies (e.g., SAFe, Scrum) and familiarity with the Software Development Life Cycle (SDLC).
