Financial Improvement Coordination Analyst

Main Sail LLC is seeking Financial Improvement Coordination Analysts to support Department of the Navy Financial Management Transformation. Initiatives include audit, budgetary reform, IT system consolidation, and policy support aligned with the Secretary of the Navy's strategic guidance.

Description: Uses best practices and knowledge in the field of Financial Improvement Coordination to provide special functional or technical expertise in operations and transformation services. Performs studies of metrics, performance measurements, requirements, reports, and recommendations. Interprets results using a variety of advanced qualitative and quantitative techniques. Participates in translating requirements and use cases during solution design and implementation ensuring there is a clear and concise understanding of requirements. Assists in the formulation and implementation of strategic plans. Assesses proposed solutions for compliance and determines which fit the business need.

Responsibilities:
  • Provide support to improve and sustain coordination among Navy FM&C stakeholders, including audit (e.g., the DON’s IPA) and financial management communities (e.g., the BSOs).
  • Provide end-to-end knowledge of the Navy’s organizational structure, business processes, and financially relevant systems.
  • Support overall strategic plans and milestones.
  • Support reconciliation of the Universe of Transactions in Advana/Jupiter, the central repository for accounting transactions.
  • Support improving the quality of DON financial reporting and underlying data.

Qualifications:
  • Requires one of the following levels of experience in improving or sustaining Navy financial management and policy support, including a strong understanding of audit and budgetary processes:
    • Level I: 1 year of experience and a Bachelor's Degree (or 2 years additional experience in lieu of a degree).
    • Level II: 3 years of experience and a Bachelor's Degree (or 2 years additional experience in lieu of a degree).
    • Level III: 6 years of experience and a Bachelor's Degree (or 2 years additional experience in lieu of a degree).
    • Level IV: 9 years of experience and a Bachelor's Degree (or 2 years additional experience in lieu of a degree).
  • Experience assisting in the formulation and implementation of strategic plans, ensuring compliance with financial policies and regulations.
  • Experience with Navy ERP and/or DAI financial modules a plus.
  • Experience with Advana/Jupiter a plus.
  • Excellent analytical, problem-solving, and decision-making capabilities, with the ability to work independently and as part of a team.
  • Effective communication and interpersonal skills to articulate findings and recommendations to both technical and non-technical audiences.

Place of Performance: Primarily National Capital Region (within 50 miles of the Pentagon) with occasional travel to CONUS and OCONUS DON support installations.
Period: Estimated start August 2024, through April 2029 including options.
