The National Association of Counties (NACo), representing America’s 3,069 county governments with 40,000 elected officials, 3.6 million county employees and more than $660 billion in annual community-based investments, seeks a Program Manager for Resilient Economies and Communities.

The position is dependent on the availability of project-based outside funding.


Position Responsibilities and Activities:

  • Oversee design and implementation of NACo’s Rural Leaders for Economic Mobility program, which delivers a peer learning program for virtual and in-person technical assistance for county leaders in small counties across the country.
  • Provide quality information and guidance to county government officials on topics related to economic development, including economic mobility, rural development and housing access to move individuals and families out of poverty.
  • Actively promote NACo economic development initiatives in written materials, conference calls and national webinars, small group convenings and national events.
  • Participate in a national Community of Practice focused on advancing use of data tools to support local leaders develop economic mobility policies and programming.
  • Research best practices and develop educational resources such as webinars, workshops, case studies, toolkits and issue briefs.
  • Manage the timely delivery, day-to-day quality and completion of project deliverables including other assigned duties under the guidance and direction of the Associate Program Director.
  • Maintain productive ongoing relationships with NACo members, research partners, philanthropy, corporate funders and other NACo departments.

Knowledge, Skills and Abilities:

  • 1-3 years of experience in economic development, regional planning, rural development, public policy or local government sector.
  • Bachelor’s degree required; advanced degree preferred but not required.
  • Excellent verbal and written communication skills, including in public speaking and in conducting formal meetings with internal and external stakeholders.
  • Self-starter and shows enthusiasm for and strong content knowledge of economic development policy and programs, particularly as it intersects with economic mobility and housing access.
  • Knowledge of federal, state and local governments and relevant organizations helpful but not required.
  • Brings collaboration, innovative ideas and creativity to the position and work products; works well under pressure and as part of a team and with external partners.
  • Ability to work well in a political environment while maintaining non-partisan perspective.

Working Conditions:

  • Some travel is required, estimated at six trips per year.
