GENERAL PURPOSE

Performs a variety of duties for the Community & Economic Development Department, with a focus on business license processing and economic development, including the following: performs a wide variety of activities to promote Cottonwood Heights' value as a business location; works to enhance business recruitment, outreach and retention; plans various city-sponsored and Cottonwood Heights Business Association-sponsored events and regular coordination with the South Valley Chamber of Commerce; responsible for various media-related aspects of the Community and Economic Development Department including written articles for business journals and magazines, the city newsletter, update of department webpage, as well as the Cottonwood Heights Business Association website. This position is responsible for administrative tasks such as overseeing, issuing and monitoring business license applications and renewals; performing customer service functions, greeting and assisting the public by answering questions or help with department-related applications and projects.

Works under the general supervision of the Community and Economic Development Director.

ESSENTIAL FUNCTIONS

  • Coordinates the economic development efforts of the department through business recruitment, outreach and retention in accordance with the city's economic development goals;
  • Assists in customer service functions, including answering general questions, routing calls, scheduling meetings, etc.;
  • Establishes and maintains effective relationships with local, regional, and state economic development agencies and area businesses to develop business expansion, retention and attraction programs;
  • Proposes policies to further the economic development goals of the city;
  • Acts as the city liaison for the Cottonwood Heights Business Association. Manages CHBA activity, schedules meetings, coordinates and plans sponsored events;
  • Acts as a city liaison for the South Valley Chamber of Commerce. Attends, plans and coordinates meetings and events;
  • Helps create and implement marketing and branding strategies to raise the visibility of the city's Economic Development efforts and of the Cottonwood Heights Business Association;
  • Designs promotional materials for various city functions and events;
  • Organizes, attends, and participates in events and promotions advocating businesses and business development in Cottonwood Heights (e.g. grand openings, appreciation events, sponsored events, etc.);
  • Manages the city's business license program; contacts new businesses and ensures all administrative processing is completed in a timely manner; completes monthly licensing reports; identifies and contacts unlicensed businesses and businesses with expired licenses; conducts yearly short-term rental inspections;
  • Works with the city's Communications Manager for all department media publications, including written articles for journals and magazines, and develops written content for the city website;
  • Coordinates proper flow of information with target industries, businesses and economic development interests via various communications channels as part of the city's Economic Development goals;
  • Performs other related duties as required.

MINIMUM QUALIFICATIONS

Education and Experience

  1. Graduation from college with a Bachelor's degree in Business, Finance, Real Estate, Public Administration, Marketing, or related field;

AND

  1. Four (4) years of progressively responsible work experience of applicable business, economic development, marketing, and design functions and customer service experience;

OR

  1. An equivalent combination of education and experience.

Special Qualifications:

  • Graphic design experience preferred
  • Valid Utah driver's license required

Required Knowledge, Skills, and Abilities:

Working knowledge of current business license regulations and economic development trends and practices; local government operations and structure; modern office practices and procedures, proper grammar, spelling and punctuation; personal computer operations and various program applications related to word processing, spreadsheets, and databases include Microsoft Office Suite programs; telephone etiquette, various office equipment (copy machines, printers, etc.); networking abilities with citizens, business leaders, and other stakeholders.

Some knowledge of zoning ordinances, processes and practices of various city departments; city fee schedules; city boundaries; basic budgeting and accounting.

Ability to coordinate with stakeholders and build consensus; deal tactfully and effectively with public contacts in relatively adverse situations; maintain a congenial, working relationship with public, staff and other agencies; exercise judgment in appraising situations and making decisions; communicate effectively both orally and in writing; learn methods and regulations related to business licensing and economic development and various permit requirements; establish and maintain comprehensive records and files.

Work Environment:

Incumbent of the position performs in a typical office setting with appropriate climate controls. Tasks require variety of physical activities, not generally involving muscular strain, such as walking, standing, stooping, sitting, reaching, talking, hearing and seeing. Rapid work speed required to perform keyboard operations. Common eye, hand, finger, leg and foot dexterity exist. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and some guided problem solving. Tasks may require periodic local travel related to locating or verifying properties and addresses.
