Axle is seeking a Grants Management Specialist to join our vibrant team at the National Institutes of Health (NIH) supporting the National Institute for Nursing Research (NINR). This position is 100% remote.

Overall Position Summary and Objectives

The incumbent would advise regarding the oversite of NINR's Technology Grant Portfolio, which includes serving as Coordinator of NINR's SBIR and STTR Programs.


Deliverables:

  • Work products and documents related to providing advice about NINR Technology and SBIR/STTR portfolios by presenting funding recommendations to NINR leadership, providing consultations to the potential grantee community. - Weekly
  • Work products and documents related to preparing timely funding documents related to Technology-focused grant applications, collaborating with NINR leadership successful applications moving forward for funding. - Weekly

Work Details:

  • Perform advanced analysis of grant program, applications and procedures to enhance problem-solving, fill gaps of information, foster decision-making and promote an area of science. 1

  • Resolve grant-related issues, working with scientific and administrative personnel and with similar staff of grantee organizations. 2

  • Communicate with appropriate Program Officer and Grantee Sponsored Research Administrator when questions arise. 3

  • Apprise staff of issues and problems that could cause grant awards to be late or delayed. 4

  • Provides technical assistance developing and analyzing the organization's grant program.
  • Assist staff to manage and coordinate develop and maintain annual grant portfolio and provide administrative support for the Grants Management Branch for the review of grant applications and resolve which involves a wide variety of problems and situations pertaining to the grant functions.
  • Assist staff review annual grant progress reports and new grants for conformity to Institute policy, compliance with Federal regulations, and consistency with Standard Operating Procedures (SOP).
  • Provide advice, assist staff interpret and prepare guidance interpretation and guidance on statutes, regulations, policies, and procedures as they related to the award grant program in general and as related to individual awards.
  • Assists with reviewing grant applications and preparing responses.
  • Assist staff review and evaluate for accuracy and completeness competing and non-competing grant applications.
  • Assist staff review grant applications for policy and regulatory compliance and report issues.
  • Draft correspondence to address any administrative or management issues related to grant applications.
  • Assists in analyzing and preparing reports to track status of awards and funding.
  • Conduct administrative and financial review of grant applications.
  • Creates and maintains a database for grant activities.
  • Create or edit documents such as spreadsheets, correspondence, template forms, terms package and reports.
  • Performs queries, conducts analysis and produces reports.
  • Collect and analyze administrative data from applications and proposals and write analytic reports.
  • Perform queries of grant management applications and systems and prepare summaries of results.
  • Provides support and routine updates to staff.
  • Collaborate with staff to use guidelines and policies for specific situations utilizing NIA, NIH and HHS grants administration sources.
  • Bring to attention of staff areas needing additional policies or procedures and contribute comments and suggestions on new policies, revisions, justifications for changes, etc.
  • Provide advice to program staff, applicants and grantees on administrative and business management issues. Identifies grants that are ready for final processing.
  • Monitor the status of grant application proposal processing and receipt by the IC Review Program.
  • Work with staff on pre- and post-award activities, including the preparation of grant awards.
  • Collect and assemble documentation on grant applications that have been selected for funding for review and approval.
  • Reviews and assembles completed documentation and identifies pending issues or changes.
  • Develops procedures for the grant review and approval process.
  • Provide consultations to the potential grantee community to assist them in their submission of applications to the NIH Parent Announcements and NINR's Technology-specific Program Announcements (PAs), and the Omnibus SBIR and STTR Funding Opportunity Announcements.

  • Minimum of fifteen (15) years of related experience.
  • Master's Degree in related discipline.
  • Three (3) years of specialized experience plus a BA/BS degree is equivalent to a master's degree.
