Purpose of Job:

The Construction Development & Property/Facilities Administrator is responsible for the overall leadership, management & communication of construction projects including vendor management, coordination of internal and external resources, oversee project implementation, monitor progress and accuracy of the project through completion. The incumbent will also oversee the maintenance, security, transportation and housekeeping departments in White Horse Village buildings and overall community.

The Construction Development & Property/Facilities Administrator is responsible for oversight and management of strategic initiatives (which may include expansion or renovation of current campus) and capital asset management. The incumbent is responsible for maintaining compliance with all applicable regulations and overseeing budgets for campus operations.

Duties and Responsibilities:

Construction Development:

Serves as a key member of the project development team.

Provides pre-development input regarding construction techniques and costs.

Identifies post development handover training to be conducted with the facilities team and ensures it is performed in a timely manner.

Establishes project timelines and schedules and ensures they are followed throughout.

Provides input regarding construction budgets.

Oversee vendor contracts and serve as liaison for the organization throughout the construction project.

Maintain constant and clear communication with vendors throughout the project.

Provides regular high quality deliverable reports to senior management, and the Board of Directors upon request, of White Horse Village regarding project status.

Provides supervision to ensure defined plans are implemented correctly throughout the construction project.

As Owner’s Representative, Manages subcontractors as applicable.

Facilities Management:

Oversees vendor contracts and provides support to the security, transportation, maintenance and housekeeping teams.

Implements systems and controls to ensure adherence to budgets while maintaining safe and beautiful campus and building and providing quality work and excellent service.

Provides onsite support to operations and vendor management.

Serves as the organization’s liaison with vendors for large special projects, including HVAC system replacement, renovations, etc.

Partners with the leadership team to develop the capital expense budgets.

Improves Quality Control and Preventative Maintenance Programs.

Monitors and supports construction projects at White Horse Village.

Develops and revises policies and procedures as needed.

Monitors and support the community to effectively manage turnovers at White Horse Village.

Provides analysis of future land deals.

Monitors and provides oversight of the organization’s work order system.

Workforce Development:

Recommends improvements to operating practices for the campus to utilize based upon best practices, regulations, and compliance.

Analyze, plans, develops, and present training programs for staff and/or residents based on organizational needs and compliance.

Build, nurture, and manage strategic relationships with higher education institutions.

Support the development of community relations, with a particular focus on education partnerships.

Analyzes training needs and recommends appropriate intervention.

Provide Workforce Development Consultation and Expertise.

Administrative Functions:

Maintain a good work rapport with inter-departmental personnel.

Assist in planning, developing, organizing, and implementing departmental activities as directed.

Assist coordinating departmental service with other departments.

Adhere to all WHV policies and procedures.

Create and maintain a good customer service environment.

Attends monthly town hall meetings as scheduled.

Training/In-Service Attendance:

Attend and participate in all required in-services and educational classes.

Completes annual compliance training.

Safety and Sanitation:

Follow and establish safety procedures and precautions when performing the aspects of your job.

Report all injuries immediately to your supervisor.

Lift using proper technique. Assist others when directed.

Report all unsafe and hazardous conditions and equipment to your supervisor.

Maintain a work area that is clean and hazard free.

Follow all infection control procedures as they apply.

Know and follow fire and disaster plans.

Use personal protective equipment when performing tasks that involve infectious materials.

Equipment and Supply Usage:

Report all equipment malfunctions or breakdowns immediately.

Report low or depleted supplies to the appropriate person.

Use equipment for its intended purpose.

Follow correct official procedures when using equipment.

Resident Rights:

Maintain the confidentiality of resident information

Handle all resident property with respect

Knock before entering a resident’s living unit (if necessary)

Ensure that residents are treated fairly and with respect allowing for individuality and privacy

Uphold the residents’ civil rights

Regulatory Compliance:

Follow all OSHA, DHS, DOH, CDC guidelines

Review book of Safety Data Sheets prior to working with any chemicals

Treat all team members fairly and equally without regard to race, color, creed, national origin, age, sex, sexual orientation, religion, ADA or marital status

Adhere to all local, state, or federal regulations as they apply

Abides by White Horse Village’s Code of Conduct.

Committee Function:

Serve on committees as assigned.

When serving on a committee, participate to the fullest of your ability.

REQUIREMENTS:

  • Bachelor’s degree in related field. Additional related experience may be considered in lieu of required education.
  • At least 10 years of experience in construction and project management.
  • 10+ years of leadership experience directing Facilities departments.
  • Experience in successfully managing relationships with contractors, subcontractors, and other outside vendors is a must.
  • Specific understanding of engineering and mechanical systems, maintenance control/programming, equipment, buildings, systems, energy management and conservation, grounds maintenance procedures, and waste disposal.
  • Previous experience working in a senior housing development a plus.
  • Ability to work independently and as part of a team.
  • Ability to work with and interact effectively with all individuals within the organization, including coworkers, residents, family members, visitors, government representatives, and the general public.
  • Proficiency in MS Office and facilities management software.

Compliance Requirements:

  • Completes annual compliance and HIPAA training and exhibits behavior as set forth by the Code of Conduct in the performance of duties.
  • Adheres to the Organizations Policies and Procedures regarding the Compliance Program of the organization and is timely in reporting any possible concerns.
  • Follows all local, state and federal regulations as they pertain to the position.
  • Adheres to the Organization’s Policy and Procedures covering Privacy and Security in Compliance with HIPAA regulations.
