Position Summary

Under the supervision of the Director of Operations and Procurement, and in collaboration with the appropriate department, the Senior Procurement Specialist will ensure all federal, state and county applicable laws, regulations, and local policies are followed for all procurements. They will be familiar with federal, state (including Title I and California Employment Development Department (EDD) regulations), and private funding guidelines. The Senior Procurement Specialist will ensure adherence to all policies and processes. The Senior Procurement Specialist will work with the Director of Operations & Procurement to lead all contracts through project management and execution of contract processes with the appropriate departments. The Senior Procurement Specialist, along with the Director of Operations & Procurement, will act as the liaison between state, county, private partners, and key stakeholders, and serve as the primary point of contact with the California (EDD) for Title I (federal and applicable state) funded procurements.

Essential Functions  

  1. Apply multiple sources of law, including federal statutes and regulations, state regulations and policy, and the Federal Acquisition Regulation (FAR) to ensure compliance and completeness in a group of complex contracts.
  2. Use negotiation and communication techniques to conduct vendor negotiations in concert with a relevant director and post-award communication across a variety of contractual agreements.
  3. Manage locating key suppliers and negotiating purchasing agreements.
  4. Apply cost and price analysis techniques to compare proposals and apply industry practices to identify factors affecting contractor's costs to understand commercial pricing policies, comparative analysis, and price-based techniques.
  5. Mastering the contract process including contract evaluation, negotiation, approval, tracking and close-out.
  6. Use expert organizational skills to perform in a fast-paced, deadline-driven environment with changing priorities while multi-tasking and handling multiple contract negotiations simultaneously.
  7. Mentoring others and serving as a contract authority to outside departments.
  8. Take ownership of projects and organize, develop, and execute all project plans related to procurement.
  9. Ensure all documents, such as templates and process guides, are prepared, ready for use, updated and accessible.
  10. Develop timelines and appropriate documents in collaboration with appropriate staff and establish priorities to successfully manage projects and tasks to completion in a timely manner for procurement such as RFP & RFB.
  11. Prepares and presents PowerPoint presentations to explain the process to stakeholders.
  12. Maintain accurate and accessible document management of all contract documentation relating to responsibilities.
  13. Perform other related duties as assigned.

Job Requirements

  • Bachelor’s degree in business management, finance or related.
  • 4-6 years’ experience in contracts administration or procurement in non-profit or government setting.
  • The ability to identify and mitigate risk in essential procurement processes.
  • Demonstrated project management skills, maintaining, and performing administrative and procurement responsibilities.
  • Proficiency in creating and managing processes and procedures.
  • Ability to interpret, clearly explain, and work within statutes, rules, regulations, and requirements to drive positive outcomes.
  • Excellent written, verbal, presentation, development, and public speaking skills.
  • Proven ability to maintain confidentiality and handle sensitive situations with solid judgment.
  • Ability to multitask, prioritize, and manage time efficiently.
  • Computer proficiency, particularly with the Microsoft Office suite, including Outlook, Word, Excel, and PowerPoint.

Fundamental Requirements

  • Master’s degree in business administration or finance
  • Understanding of EDD procurement directives.
  • Knowledge of Salesforce.
  • Financial management, forecasting and analyzing skills.
  • CIPS (Certificate of procurement and supply operations)

If you are hired at San Diego Workforce Partnership, your final base salary (within the pay range), will be determined based on factors such as education, knowledge, skills, and experience. In addition to those factors, we believe in the importance of pay equity and consider the internal equity of our current team members when determining any final offer. Please keep in mind that the range mentioned above is the full base salary range for the role. Hiring at the maximum of the range would not be typical in order to allow for future and continued salary growth. We also offer generous benefits and retirement plans.
