The purpose of this job within the organization is to manage, oversee and direct the Street Department.
This job works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this job/class. Management may assign additional functions related to the type of work of the job as necessary.
Essential Functions:
Identifies and communicates clear expectations and goals; monitors progress and evaluates performance; provides on-going coaching and feedback; identifies training and/or development needs; addresses performance issues in a firm and prompt manner; communicates consequences of not improving performance; embraces and promotes the City's Performance Management Process; uses the City's Performance Management System to establish and monitor department/individual goals and document the progress of direct reports through journal entries.
Fulfills the department's mission by developing and implementing strategic goals and objectives that are linked to the City's vision.
Establishes expectations, monitors and evaluates the performance of subordinate employees.
Strives to be efficient and effective at balancing and meeting the common needs and reasonable expectations of core constitutes.
Oversees and directs all operations of the Street Department;
Develops, presents and manages the department's annual operating and capital outlay budgets.
Approves all department purchases, expenditures, payroll, and employee leave requests.
Prepares City Snow Removal Plans.
Collaborates with other City Departments and agencies to prepare/obtain Paving Schedules and Maintenance, special events planning for labor and closures, impacts, or other project plans as developed.
Additional Duties:
Attends City Council, Finance Committee and other City and/or community meetings as necessary and required.
Reviews and evaluates proposals, reports and quotes.
Prepares and submits periodic reports to supervisor and/or other key stakeholders on key projects, activities and other initiatives impacting and supporting department/work unit goals.
Holds regular meetings with department/work unit/direct reports to share information, solicit feedback and communicate City and department/work unit plans, projects and jobs including the business purpose of such initiatives.
Maintains communication with staff through designated meetings in reasonable time frames relevant to Street Department.
Interviews and selects new hires; recommends promotions; disciplines employees and performs other personnel management functions.
Performs related work as assigned.

Minimum Education and Experience Requirements:
Requires a Bachelor's Degree in Business Administration, Business Management, or other related field and six (6) years of experience in management, leadership, financial/operational analysis, project management, or other closely related field; or any equivalent combination of education, training, and/or experience providing the requisite knowledge, skills and abilities to successfully perform the job.
