CCAD's Human Resources Department [HR] is seeking a dynamic Payroll Administrator to perform the bi-weekly payroll processing through our Paycor payroll system. This individual will partner with the HR team to administer the full payroll processing for 400+ faculty, salaried & hourly staff, and student employees. We are seeking a Payroll Administrator who enjoys a fast-paced role, can work independently with little supervision, is a critical thinker, and has the ability to multi-task to fill this role. The HR staff is a highly collaborative and cohesive team, providing a range of high-quality services for our faculty, staff, and students. Principally, the Payroll Administrator ensures accurate and timely processing of payroll, reconciles reporting, provides customer service, prepares policy announcements, trains new hires on self-service portal, and ensures compliance with regulations.


This role also involves coordinating benefits reconciliations, handling non-standard time entries, monitoring employee hours, and maintaining paid time off leave plans. The ideal candidates will have at least 2 years of related payroll processing experience. We are dedicated to our mission of being an agile, trusted, strategic partner who delivers sustainable service and solution that contribute to the CCAD's success through the attraction, retention and engagement of a talented creative, diverse and inclusive workforce. This role allows for flexibility to work a hybrid schedule (on-site and at home) once they have been fully and appropriately trained on all process while working in an on-site capacity initially.


SUMMARY

Reporting to the Human Resources Manager, the payroll administrator is responsible for all tasks necessary to accomplish the College's payroll processing objectives with a high degree of confidentiality. This position requires an extremely detail oriented person with significant knowledge of payroll administration, including state and federal regulations. This position processes all payroll related time entry, tax deposits, reports, benefit deductions, W2s and audit document requests.


ESSENTIAL DUTIES AND RESPONSIBILITIES includes but are not limited to the following:


  • Implements, maintains, and reviews payroll processing system (Paycor) to ensure timely and accurate processing of bi-weekly payroll transactions including benefits, garnishments, taxes, and other deductions.
  • Properly interprets college and government policies and regulations affecting payroll procedures.
  • Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.
  • Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices.
  • Serves as the point of contact for all employees and new hires' payroll and benefit deduction inquiries.
  • Prepares and maintains accurate records and reports of payroll transactions.
  • Verify eligibility for calculation of hours worked, holiday, vacation, floating Holidays, sick and other paid time off.
  • Prepares month-end reports as needed.
  • Facilitates audits by providing records and documentation to the appropriate auditors including the HR Manager and AVP for HR for review.
  • Identifies and recommends updates to payroll processing software, systems, and procedures to the HR Manager.
  • Works with our third party vendors to process payroll data such as 403b retirement, disability insurance (Short & Long Term), HSA and FSA payments.
  • Facilitates quarterly and year-end processing and reconciliation.
  • Completes and coordinates with the HR Manager and AVP for HR salary compensation analysis projects and other HR related surveys.
  • Prepares correspondence to request for employment verifications, child support orders, workers compensation, etc.
  • Stay informed on new tax laws and changes in payroll system utilizing available outside sources and attending selected seminars.
  • Performs other duties as required.

SUPERVISORY RESPONSIBILITIES:

No supervisory responsibilities.


QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required:


  • Strong time management, customer service, attention to detail, high degree of accuracy, organizational skills, ability to multitask and analyze diverse facts.
  • Proficient computer skills including Google Suites, Microsoft Office suite with excellent Excel skills.
  • Strong business acumen, including problem solving, ability to manage multiple programs and meet deadlines.
  • Expert knowledge of DOL state, local, and government payroll regulations to include those associated with garnishments, deductions, and taxes.
  • Demonstrated ability to maintain confidentiality with respect, and discretion as well as sensitive human resources information.
  • Must have excellent written and oral communication skills and strong interpersonal skills to be able to interact with all levels of college, including employees, senior management, and vendors.
  • Must have strong presentation and facilitation skills with the ability to deliver successful training presentations to individuals and/or large groups at all levels of the college.
  • Ability to grasp a strong understanding of the college's core values and its mission.
  • Demonstrated ability to work cooperatively with others. Establish and maintain effective working relationships with supervisors, employees, outside agencies, customers, and the public at large.
  • Demonstrated ability to perform with considerable independence and initiative.

EDUCATION and/or EXPERIENCE

  • Associate or Bachelor's degree in Accounting or Business Administration or related field preferred; or minimum of 2-4 years related payroll working experience; or equivalent combination of education and experience.
  • Experience with comparable payroll/HRIS systems such as Paycor (is desirable) or ADP is a plus.
  • Experience managing multi-state payroll is a plus.
  • Working experience in Higher Education is desired.

PROFESSIONAL CERTIFICATION(S):

  • Certified Payroll Professional (CPP) designation highly desirable.
  • SHRM certification is a plus.



LANGUAGE SKILLS

  • Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the College.

COMPENSATION: This position is full-time, exempt. Compensation is commensurate on experience and qualifications.
