SeKON is seeking an experienced and dynamic Business Development Manager with strong sales skills to join our team. The ideal candidate will have a proven track record of successfully identifying, qualifying, capturing and winning federal Health IT contracts, with a particular focus on operating divisions and agencies within the Department of Health and Human Services, such as the Centers for Disease Control and Prevention (CDC), National Institutes of Health (NIH), and Substance Abuse and Mental Health Services Administration (SAMHSA), Health Resources and Services Administration, (HRSA) and the Association for Children and Families ACF.  Additional experience in Defense Health Agency (DHA) and other DoD and Civilian Agencies a plus. Additionally, the candidate will be adept at expanding our services into other federal sectors outside of health care. This role requires a seasoned professional with at least 8 years of business development experience in the federal IT space.  The ideal candidate will be equipped to leverage established relationships directly with customers and partners, create win tactics, and apply leadership skills,  to drive business growth.

RESPONSIBILITIES:

  • Identify, qualify, and capture new business opportunities in the federal IT sector, focusing on health-related agencies and expanding into other federal agencies.
  • Develop and maintain strong relationships with key stakeholders, including federal clients, partners, and industry influencers across various federal sectors.
  • Institute a set of rational opportunity qualifying parameters to ensure an efficient use of supporting resources. Lead the development and execution of capture strategies to win new contracts, including the preparation of proposals, pricing strategies, and negotiation tactics.  Achieve a comparatively high win rate compared to other competitors in the Federal Health IT market.   
  • Conduct thorough market research to identify trends, competitive landscape, and emerging opportunities within the federal IT sector, including non-healthcare agencies.
  • Work closely with internal teams, including proposal managers, technical experts, and executive leadership, to ensure alignment and successful capture efforts.
  • Achieve sales targets and contribute to the overall revenue growth of the company by securing new contracts and expanding existing ones.
  • Ensure all capture activities comply with federal regulations and company policies
  • Lead and coordinate a cross-functional team to develop strategies and proposals for securing new business opportunities.
  • Create and implement comprehensive capture plans that outline the strategy and approach for winning specific business opportunities. Ensure all aspects of the proposal, including customer needs, competitive analysis, and compliance, are thoroughly planned and executed.
  • Evaluate the company’s strengths and weaknesses relative to competitors by analyzing market trends, competitor capabilities, pricing strategies and client relationships.
  • Identify the key concerns, priorities, and decision-making factors of potential customers.
  • Lead post-capture debriefs to analyze the pursuit process and outcomes.
  • Maintain regular communication with senior leadership to provide updates on pursuit activities, proposal progress, competitive positioning and other relevant developments.
  • Ability to forge strong, productive rhythm with SeKON resources and cross utilization of supporting teams (i.e. Contracts, Pricing, Service Delivery)

 

REQUIREMENTS:

  • Minimum of 8 years of experience in federal IT sales and capture management, with a proven track record of success.
  • Demonstrated experience working directly with federal agency decision makers and key influencers, particularly in health IT and expanding into other federal sectors.
  • Established network and proven relationships within the federal health IT sector and other federal agencies.
  • Strong sales skills, including negotiation, communication, and presentation abilities.
  • Bachelor’s degree in a related field; advanced degree preferred.
  • Relevant certifications (e.g., PMP, APMP) are a plus.
  • Willingness to travel as needed to meet with clients and stakeholders.
